Levitin Igor

Transport Minister of the Russian Federation

Born in February 1952 in the village of Tsebrikovo of the Odessa region, he graduated from the Leningrad Frunze Railway Troops Institute in 1973, and then got a master degree from the Military Academy of Logistics and Transportation in 1983, qualified as a railway transport engineer.
In 1970 joined the Soviet Army, and from 1973 to 1976 served at the Transdniestrian Railway in the Odessa military district. From 1976 to 1980 was an officer of the Southern Group of Soviet Forces in Hungary.
From 1983 to 1985 Igor was in charge of the military commandant’s office at the Urgal rail line section and station of the Baikal-Amur railway, participating in the construction of the Gold Link junction.  From 1985 to 1994 worked for the Moscow Railway as a military commandant of a rail line and then deputy Commander of the Military Railway Transport.
From 1996 to 2004 was employed by Severstaltrans, where majored in internal and foreign transportation by rail, sea, river and road. From 1998 to 2004 Mr. Levitin was deputy CEO of the company, responsible for transport machine engineering, railway and seaport operations.
He was a member of the Public Council under the Russian government’s commission for the railway reform.
On March 9, 2004 Mr. Levitin was appointed the Minister of Transport and Communications of Russia, and pursuant to Russian President’s Decree No. 643, dated May 20 became the Transport Minister of Russia.
He retained the portfolio after the reshuffle in the government, with V.A. Zubkov appointed as the new Prime Minister pursuant to the Russian President’s decree dated September 24, 2007.
  

 

Yakunin Vladimir

President of Russian Railways JSC

Vladimir Yakunin was appointed president of Russian Railways by the Government of the Russian Federation in June 2005 following the appointment of the Company’s previous president, Gennady Fadeyev, as an advisor to Russian prime minister Mikhail Fradkov.
Born in 1948, Yakunin graduated from the Leningrad Institute of Mechanics as a Mechanical Engineer in 1972 and began his career as a junior research scientist at the State Institute of Applied Chemistry. After completing military service in the Soviet Army, he worked as an engineer and senior engineer at the Administration of the State Committee of the Council of Ministers of the USSR for Foreign Trade and was also head of department at the A. F. Yoffe Physics and Technical Institute of the Academy of Sciences of the USSR.
Between 1985 and 1991, Yakunin was Second and then First Secretary of the USSR’s Permanent Representative Office at the United Nations. He was then Chairman of the Board at the International Centre for Business Cooperation before becoming head of the North-Western Federal District Inspectorate of the Senior Control Department of the President of the Russian Federation
Yakunin became Deputy Minister of Transport in October 2000 and first Deputy Minister of Railways in February 2002. In October 2003, the Board of Russian Railways unanimously appointed Yakunin First Vice-President of the Company. 
 

 

Gapanovich Valentin

Born on May 23, 1955, Valentin graduated from the Novosibirsk railway engineering institute in 1992, and in 1998 got his master degree from the Academy of National Economy under the Russian Government. He majored in railway traffic control and engineering management in transportation by rail.
After graduation from the Gomel railway transport school, he worked as an assistant locomotive driver, then locomotive repair brigade master at the Topkinsky cement plant.
After retuning from service in the Soviet Army, he continued his career as a chief repair specialist at the locomotive yard in Novokuznetsk, and then was assistant inspector for security supervision of locomotive fleet at the Novokuznetsk section of the Kemerovskaya railway.
In 1989-1998 – chief of the locomotive yard in Novokuznetsk, then chief engineer of the Novokuznetsk section of the Kemerovskaya railway, then deputy chief engineer of the Kuzbass section of the West Siberian Railway.
In 1998-1999 – deputy Director of the West Siberian Railway for rolling stock.
In 2000-2003 – chief engineer of the Orktyabrskaya Railway.
2003 – Vice President of JSC Russian Railways. 
  

 

Lemeshko Vyacheslav

Vice President, JSC Russian Railways

Born on November 14, 1946 in Brest, Belarus; graduated from the Moscow MIIT railway engineering institute in 1970; majored in railway management.
Vyacheslav started his career at the Moscow Railway as a duty officer at the Kuskovo station. For 33 years of work he climbed all steps of the railway career ladder, having worked as a shunting master, a process engineer, a supervisor, the chief of the traffic department, the director of the operations department, and the First Deputy Director of the Moscow Railway.
In June 2003 Vyacheslav joined the Kuibyshev Railway as its Acting Director, and was approved as the director on August 18 that year.
On September 27, 2003 he was appointed the Director of the Kuibyshev Railway – JSC Russian Railway affiliate.
Since July 2007 Vyacheslav has been Vice President of JSC Russian Railways.

Nazarov Oleg

Was born on September 29, 1964. In 1986 he gradated from the Moscow Institute of Railway Engineers, where majored in rolling stock of electrified railways.
He has worked in the All-Russian Research and Development Institute of Railway Tarnsport since 1986, majoring in technical regulations, design, tests, repairs, upgrade and modernization of locomotives. Mr. Nazarov is a PhD in technical science, and is deputy Director of the institute now.

Vladimir Aleshin has a big experience in the area of railway signalling. He joined Bombardier Transportation in 1996 and was one of founder of our first JV in Russia – Bombardier Transportation (Signal) Ltd. 35 Years of professional experience. Vladimir Aleshin initially responsible for technical activities and was a Technical Director in Bombardier. He is currently responsible for Marketing and Sales in Russia, Baltic region and CIS countries.   
Mr. Aleshin holds a degree in Mechanical Engineering from the Moscow Railway Transport University, Russia.

In 1978 he graduated from the Moscow Institute of Railway Transport Engineers with the degree of a transport communication engineer for railway exploitation. In 2000 he graduated from the Academy of National Economy under the RF Government. He holds a PhD (doctor nauk) degree in economics, professor of the economy and management.
He started his career in the railway transport in 1978 at the Moscow Railway, from 2000 till 2002 – Director of the Trademark Transport Service Center of the South-Ural Railway.
Since March 2002 he has been working in the Trademark Transport Service Center of the JSC Russian Railways holding different posts: vice-chief, deputy director general for sales; since October 2005 – director general.

Dmitry Eremeev is the general director of the “RRR” Company. He has la multiyear experience of the transport company management. He has been in charge  of the “RRR”  Company specialized in rolling-stock rent since 2006.
The “RRR” Company is one of the leaders in the railway industry. It has own rolling stock of more than 4000 units, and works with the largest Russian industrial enterprises.

Sergey Zhelannov has graduated from S Ordzonokidze Moscow Aeronautical Institute, Moscow Automotive and Road Institute,  G. Washington University (USA), and he has also graduated from several special courses on management, marketing, and logistics of the training centers of the USA, the Netherlands, and Austria. From 1986 to 1992 he worked in the Ministry of Road Transport of Russian Soviet Federative Socialist Republic. In 1998–2001 he held executive posts in the Ministry of Transport of the Russian Federation; since 1999, he was the Head of the Department of Transport Systems Coordination and Logistics in the Ministry of Transport of the Russian Federation, was a member of the Ministry collegium. From 1994 to 1998 he worked as a deputy general manager of the Moscow branch of an American company, Sea Land Service International Ltd. Zhelannov has been awarded with the title of An Honorary Worker of Russian transport, “300 years of the Russian fleet” and “St. Petersburg 300th Anniversary” medal.
Having spent more than 30 years working in the transport industry and studying in Russian and foreign institutions of higher education transport and technical/economic field, S. Zhelannov has not only gained deep knowledge of the specific character of Russian and foreign transport and shipping business, but also made a notable contribution to the development of Russian transport industry. Holding executive positions in the Ministry of Road Transport of the Russian Soviet Federative Socialist Republic and Ministry of Transport of Russian Federation, Zhelannov has promoted effective use of the transport potential of Russia by introducing the state-of-the-art methods of Russian and foreign science and practical developments in the sphere of logistics schemes management. As the Vice President of the Freight Forwarders Association of RF, S. Zhelannov is proactive in his work on rallying the Russian transport specialists and freight forwarders, and he in every way possible facilitates their successful performance on the world market in every possible way.
     

 

Zagorodsky Vasily

Vice CEO, Yakutian Railway Company

Was born on April 12, 1952 in the Arkhangelsk region, and graduated from the Arkhangelsk Forest Institute in 1979. In 1982 he got a master degree from the Yakutian University of Marxism and Leninism, and in 2002 became a graduate of the North West Academy of State Service under the Russian President, based in St. Petersburg.
Vasily started his career in 1972, when joined the military department of the Arkhangelsk Polytechnic Institute as an on-the-job training instructor.
In 1979-1983 he was deputy Director of the Yakutian department of the Soviet Supply Agency in the city of Yakutsk, until was appointed deputy CEO of the Yakutavtotrans state company in 1983. From 1993 to 1995 Mr. Zagorodsky served as the first deputy Manager of the Energostroy trust of the Vilyuigesstroi construction company in Yakutsk.
From 1995 to 2000 he was deputy Minister for Resources, Trade and Transport of the Sakha (Yakutia) Republic, and in 2000-2002 headed the representation of the republic in the Far East Federal District (headquartered in Khabarovsk) of Russia as a republican minister. Since 2002 he has been Vice CEO of the Yakutian Railway Company.

     

 

Zlochevsky Arkadiy

A. Zlochevsky was born on February 26, 1959 in Vladimir. In 1990 he graduated from Moscow State Institute of Culture, after getting qualification as Artistic Leader and Conductor of an Orchestra. In 1995  Zlochevsky graduated from Kennedy Business School at Harvard University (Boston, USA), majoring in Agribusiness management. In 1999 he graduated from the Finance and Credit department of the Institute of Modern Business.

In 1991 he was the head of OGO brokerage firm on the Russian Commodities and Raw Materials Exchange (RCRME), in 1991–93 he held the position of the CEO of OGO company, and in 1993–97 he was the CEO of the OGO joint stock company.

Since 1994 Zlochevsky has been the chairman of the board of management of the Russian Grain Union.

In 1997–2000 he was the CEO of the management company ATO OGO joint stock company belonging to the OGO group of companies.

In 2000–02 he was the head of the Department of Food Markets and Product Quality Regulation at the Ministry of Agriculture of the Russian Federation.

Since 2002 Zlochevsky  up to the present time he has been the president of the Russian Grain Union.

Being a member of the Council on Competitiveness and Entrepreneurship to the Russian government A. Zlochevsky,  as well as a member of the of the Council on the issues of the agricultural and industrial issues with the chairman of the Federation  Council to the of the Federal Assembly of the Russian Federation, a member of the Council of Entrepreneurs on removing of the Administrative Barriers and Excessive Regulation of Entrepreneurial Activity with the Expert Department  of the President of the RF and economic working group to the Presidential Administration of the RF, a member of the Public Council on Technical Regulation to the Ministry of Industry and Energetics of the Russian Federation, a member of the Public Council to the Ministry of Agriculture of the Russian Federation. 
   

 

Ivanov Innokenty

Innokenty specialises in corporate law, project finance, and in particular infrastructure development on the basis of public-private partnerships. Innokenty has been advising Russian Railways on a number of projects, including locomotive fleet renewal, various corporate issues and loan procurement. Since 1996 he has been involved in the structuring and implementation of most of the significant infrastructure projects in Russia, including transport infrastructure, energy infrastructure, public utilities and other sectors. Leading a team of Moscow-based PPP lawyers, he has acted for a variety of parties, in particular, for the public sector and project sponsors. His recent experience in transport PPPs includes advising on the Western High Speed Diameter project, the Moscow - St Petersburg toll road project and the Orlovsky Tunnel project in St Petersburg. In addition, Innokenty assisted in the preparation of a pioneering law 'On the participation of the city of St Petersburg in public-private partnerships', which has recently been enacted.

Antoine Castetz, a French native living now in Berlin (Germany), is Sales & Marketing Vice-President at Siemens SAG, Transportation Systems, Turnkey Division.
Antoine Castetz has over 25 years experience of major multi-disciplinary projects in shipbuilding and railways industries, having been involved in the beginning of his career in the design and construction of several high-technology ships.
Prior to joining Siemens AG in Germany, he had been since 2000 Sales & Marketing Vice-President at Siemens Transportation Systems SAS (France), where he had been actively involved in several Urban and Periurban Railways projects, as well as in the Driverless Automated Transport System of Charles-de-Gaulle Airport, recently commissioned and successfully operated between the terminals of the Airport.
He holds the diplomas of Ecole Polytechnique (Paris) and Ecole Nationale Supérieure de Techniques Avancées (Paris).
      

 

Klepach Andrei

Was born on March 4, 1959 in Moscow. He graduated from the economic school of the Moscow State Lomonosov University in 1981, qualified as the economist and teacher of political economics. Andrei is PhD in economics. From 1991 to 1997 he worked as a chief research fellow at the Institute of Economic Forecasts of the Russian Academy of Sciences, and was an expert with the Russian-European Center of Economic Policy. From 1999 to 2004 Mr. Klepach served as deputy Director and the Executive Director of the Development Center. Presently he heads the joint department of macro-economic forecasts at the Russian Ministry of Economic Development and Trade, and holds membership in the ministry’s advisory board. Andrei is an author of more than 50 publications on economics, and the holder of the commendation letter of the Russian government.

Uwe Kucharzyk is the Director of Sales, Marketing and Product Planning for Train Control and Management Systems in Bombardier Transportation.

The first 15 years of his career he has been working in the design of computer networks and fault tolerant computing.

In 1990 he joined the railway industry and focused on IEEE and UIC standardization in vehicle control systems.

Born in 1952. In 1975 he graduated from the Bucharest Institute of Petroleum, Gas and Geology (Rumania), where he earned qualification of petrochemist engineer.

From 1998 till 2000 – held an office of head of international cooperation department at Russian Ministry of Transport, member of the Ministry Collegium; chairman of the Russian unit of the Russia – European Union subcommittee on transport, space and telecommunications.
From 1998 till 2000 – executive secretary of the Russian-China bilateral commission on transportation.
He has been involved in tutorage at the Russian FMA Diplomatic Academy (since 1995), at the Academy of National Economy under the RF Government, Moscow State Institute for International Relations (since 2000), Moscow School of Economics (Moscow State University), Higher School of Economics (International Center of Logistics) – since 2006.
From 2000 till 2004 – vice-president of Euro-Asian Transport Union.
From 2004 till now – executive committee member of the Euro-Asian Transport Union, Science Director of EATUCenterConsult.
Since 2005 – science director of EATUCenterConsult-Latvia.

Yuzhilin Vitaly

Chairman of the Board of Directors, Association of Maritime Commercial Ports of Russia

Was born on December 10, 1965. In 1988 he graduated from the Leningrad-based Order of Revolution Academy of Maritime Engineers named in honor of Admiral S.O. Makarov, where majored in oceanology at the department of Arctic studies.
In 1988-1989 Vitaly served as a research fellow at the oceanology department of the Kovalevsky Institute of Biological Studies of Southern Seas under the Ukrainian Academy of Sciences.
In 1989-1992 Mr. Yuzhilin was an engineer of the oceanography section at the chemical oceanography laboratory of the Maritime Hydrophysics Institute of the Ukrainian Academy of Sciences.
From 1992 to 1993 he worked for the administration of the Nizhnevartovsk district of the Tyumen region.
In 1993-1997 Mr. Yuzhilin was employed by Sidanko, Tyumen Oil and Quant International companies.
From March 1997 to April 1999 he held membership in the board of directors of the Maritime Port of St. Petersburg.
From February 1998 to December 2003 Mr. Yuzhilin was a member of the State Duma of the Russian Federation, and worked for the Duma’s Committee for Energy, Transport and Communications.
Since October 2002 he has been the chairman of the board of directors of the Association of Maritime Commercial Ports of Russia.
Mr. Yuzhilin was reelected to the Russian State Duma in 2003 and has served as an MP with the Committee for Budget and Taxes since.
