Transport corridors of Central Asia: functioning perspectives under conditions of the world financial crisis
Until the recent time the leading experts forecasted that the commodities turnover between the Asia Pacific and Europe would multiply 1.5 by 2010 and reach the volume of USD 1 trillion. Under conditions of the growing world financial crisis these forecast numbers may be reduced. In this situation the key challenge is to provide the development of Central Asian transport corridors within unfavorable market conjuncture. The solution suggests the necessity of defining the priorities in new projects realization and increasing the effectiveness of the existing transit routes. This will enable to receive the best result due to accumulation of financial resources for the key directions.

Investments to the transport and logistic complex of Central Asia: resources and attraction instruments
Under conditions of the world financial crisis attraction of investments for large scale infrastructure projects realization becomes especially complicated if consider the required amounts. In this situation, consolidation of state efforts and private capital becomes vital for realization of such projects. The main question is how to make investments into infrastructure projects attractive in the time of unfavorable market conjuncture. To what extent and on under what conditions the state is ready to participate in realization of such projects?

Today only the breakthrough projects and innovative solutions will enable realization of Central Asian transport potential and performance of effective integration into the Eurasian transport system. During the section the leading companies of the “1520 area” will present their projects aiming at increase of the Central Asian transport and logistic complex development. The discussion participants will estimate and give their view on the perspectives of their realization in the open dialogue mode. Summarizing the results of the forum the organizers will form the “Bank of projects” of the “1520 area” which will afterwards be presented to potential partners and investors for consideration of participation in these projects.

Railway trace «Dostyk – Kartaly»: SWOT analysis
SWOT-analysis – is one of the key instruments for strategic management, which suggests complex estimation of projects by 4 criteria: Strengths, Weaknesses, Opportunities, Threats.
Coordination of work in terms of infrastructure development and new transport corridors formation is one of the key conditions for increase of the freight traffic volumes within the “1520 area” railway net. The usage of the “East – West” corridor in the direction of Dostyk – Aktogay – Mointy – Astana – Tobol – Kartaly may and should become one of the first international infrastructure projects which will attract additional freight traffic from dynamically developing West China when it is completed. At that, this branch will not provoke competition to the traditional – Trans-Siberian route. Investment programs of JSC Russian Railways and JSC Kazakhstan Railways suggest significant investments to the development of this railway trace. How do suggested investments correspond with macro economic tendencies? How well are the plans for the above stated trace development harmonized with logistic projects that are being realized in Russia and Kazakhstan? What are the risks of this project realization? These questions will take the central place in the SWOT analysis.

During the last decade almost all countries of the “1520 area” one way or another faced reforms aiming at creation of effective mechanisms of railway transport functioning in the market economy. The key idea of the majority of branch reforms is moving from monopoly to competency. Today, when the global economic trends changed, there is an actual question: has everything been done? In any case, the necessity of synchronization of reformation processes and coordination of further activities in order to stand against the global economic challenges is unquestionable for the “wide” gauge partners

Transport car building for “1520 area”: how to keep production on the same level?
In 2000-2008 transport car building demonstrated high rates of growth: production of the majority of the rolling stock types increased 10 and more times, a number of new models were put into production. Until resent most experts forecasted that increase of the transport car production volumes would stay far ahead of industrial production volumes for at least 5 more years. Today, when we speak about revision of investments programs for the majority of rolling stock consumers, it is necessary to foresee all the possible measures that can save scientific, production and human potential of railway field.
