In 2001 he successfully defended his doctoral thesis on "Development of the theory elements, technology and equipment for monitoring systems of petrochemical complexes units" at Moscow State Technical University n.a. N.E. Bauman. He is the author of 5 books, more than 200 articles and abstracts, 100 patents and certificates for inventions, industrial designs, utility models, trademarks, as well as certificates of state registration of computer programs, 10 standards and guidance documents. 1998 through 2003 he worked at the Ministry of Communication Routes of the Russian Federation, occupied the position of deputy director general of the Center for Trademark Transportation Services. Since 2003 he has been working for Russian Railways where he held the posts of first deputy director general of the Center for Trademark Transportation Services, deputy director general on marketing of the Center for Trademark Transportation Services. Born in 1952.
In 1974 he graduated from the Moscow Institute of Railway Engineering (MIIT), qualifying as a railway engineer (electrician).
Upon leaving the institute he began working in the design and research department for automatics and telemechanics of the design bureau of the Main Directorate of Signalling and Communications of the Ministry of Railways. Since January 2008 he has been working as first deputy director general of NIIAS and he is the chief designer for traffic safety on Russian railways. Under Y. N. Rozenberg’s direction, and with his direct involvement, rail traffic safety systems and equipment have been developed and are being successfully operated on the railway network. The concept plan for increasing traffic safety by applying multi-functional integrated management systems for regulating train traffic on the railways was developed under his leadership.
In 1983 Y. N. Rozenberg was awarded the academic degree of Candidate of Technical Sciences, and in 2005 that of Doctor of Technical Sciences. In 1998 the Academy of Electrical Engineering awarded him the academic degree of Doctor of Electrical Engineering, and in 2004 the Higher Attestation Commission awarded him the academic title of Associate Professor. Since 2005 he has been a full member of the Academy. Y. N. Rozenberg is deputy chairman of the academic council of NIIAS. In 1996 he was awarded the «Honoured Railway Worker» badge, and in 1997 the «850th Anniversary of Moscow» commemorative medal. In 2002 he was awarded the «For Irreproachable Work in Federal Railway Transport: 20 Years» badge for his conscientious and proactive work in railway transport and for his significant contribution to ensuring its stable operations.
In 2007 Y. N. Rozenberg’s contribution to the development of railway transport was recognized with the «For Services in the Development of Russian Railways» badge, 2nd class.

In 1997, he was a bridge foreman for maintenance, track repairs and engineering structures on the St Petersburg Finnish section of the October railway. From 1997 to 1999, he was chief engineer on the St Petersburg Finnish section of the October railway. From 1999 to 2000, he was chief engineer of the St Petersburg Passenger Services Directorate on TRANSKOM Group’s suburban routes of the October railway. From 2000 to 2001, he was Deputy Head of the engineering structures division on the Leningrad – Moscow test section of the October railway. From 2001 to 2004, he was Deputy General Director of transport construction for EUROSTROY. From 2004 to 2005, he was General Director of EURODORSTROY.
