Graduated from Novosibirsk Institute of Railway Engineers in 1992, and in 1998 studied at the Academy of Economics under the Government of the Russian Federation. 1989 – 1998: Head of Locomotive Depot at Novokuznetsk-Kemerovo Railways; Chief Engineer at Novokuznetsk Section of Kemerovo Railways; Deputy Engineer at Kuzbass Section of West Siberian Railways. 1998 – 1999: Deputy Head of Locomotive and Wagon Management at West Siberian Railways, Deputy Head of Railways. 2000 – 2003: Chief Engineer at October Railways. 2003 – appointed Vice-President of the Russian Railways. In 2008 was appointed Senior Vice-President.

VICTOR GREK Deputy General Director – The Head of the Test Center VNIKTI Born in 1947. Graduated from the Briansk Institute of Transport Machine-building in 1970. From 1990 to 2003 – Head of Laboratory in the FSUE "VNITI". From 2003 to 2005 – Chief Specialist of the RC FRT. Since 2005 till present day is employed in the JSC VNIKTI as the Deputy General Director and Head of the Test Center.

Main Shareholder and President of Euro Group, world leader in the production and distribution of electrical steel laminations. 1200 employees – 8 facilities: 5 in Italy – 1 in Mexico – 1 in Tunisia – 1 in China. In 2013 a new facility will be operative in Russia.

ANTONIO CASAZZA Vice-President Portfolio Management Ansaldo STS Born in 1959. He has a degree in electrotechnical engineering. He started his professional career in 1987 in Ansaldo Trasporti S.p.A. as signalling system designer. He is currently the Global head of Portfolio Management including R&D in ASTS. Then from 1992 in Ansaldo Segnalamento Ferroviario S.p.A. he has covered key roles in Signalling Engineering Depts giving his strong contribution in very important projects (ERTMS- High Speed line in Milano-Bologna, Turin- Milan, Naples metro, mass transit signalling systems). He has been the Head of Signalling Engineering Dept.,of ASTS in Italy leading about 175 people based in Genoa, Naples and Turin from 2006 to 2009. Antonio has led the development of various cutting edge products and Systems of Ansaldo including ERTMS, CBTC, Mass Transit systems, Computer Based interlocking.

SERGEY KALETIN Deputy General Director for Technical Development - Chief Engineer Freight One Born in 1965. Graduated from the Urals Electromechanical Institute of Railway Transport Engineers. Began his career in railway transport in 1986 as a carriage trainmaster at the Chelyabinsk station of the South Urals Railways (SUR). Since 1987-1992 – Worked as a carriage inspector and senior inspector at the Carriage Depot of the SUR Chelyabinsk Marshalling Yard. Since 1992-1993 – Senior Instructor at the Carriage Depot of the SUR Chelyabinsk Marshalling Yard. Since 1993-1999 – Director of the Carriage Technical Inspection Checkpoint at the Carriage Depot of the SUR Chelyabinsk Marshalling Yard. Since 1999 – Deputy Director of the Carriage Depot of the SUR Chelyabinsk Marshalling Yard. Since 2000-2001 – Chief Engineer at the Carriage Depot of the SUR Chelyabinsk Marshalling Yard. Since 2001-2003 – First Deputy Director of the SUR Chelyabinsk Branch – Chief Inspector for Train Traffic Safety. Since 2003-2005 – Chief Engineer of the SUR Chelyabinsk Branch. VLADIMIR KOSTYUKOV General Director SPC “Dynamics” In 1972 he graduated from Omsk Institute of Railway Engineers, specialty "Automation, telemechanics and communication on railway transport". In 1984 he defended his thesis for the candidate of technical sciences degree in Chelyabinsk Polytechnic Institute. In 1991 he established SPC "Dynamics", where he has held the CEO position. In 2001 he successfully defended his doctoral thesis on "Development of the theory elements, technology and equipment for monitoring systems of petrochemical complexes units" at Moscow State Technical University n.a. N.E. Bauman. He is the author of 5 books, more than 200 articles and abstracts, 100 patents and certificates for inventions, industrial designs, utility models, trademarks, as well as certificates of state registration of computer programs, 10 standards and guidance documents. He participates in many Russian and international conferences, has many public awards.

ANDREY LOTSMANOV First Deputy Chairman, Committee on Technical Regulation, Standardization and Conformity Assessment RSPP Born in 1953. Graduated from the Ural Polytechnical Institute as the engineer-metallurgist in 1975. From 1975 to 1996 he worked on Verh-Isetsk steel factory in Ekaterinburg. Has passed the way from the master to head of technical department and head of marketing and sales department. 1996-1998 Director of the Moscow office of "Wisler steel co.", Cyprus. 1998 – 2002 Deputy Director of SIO "Composite materials", Ekaterinburg 2002 – 2004 Head of technical Department of OAO "TMK". Till 2004 Adviser on technical regulation of the General Director of OAO "TMK". First Deputy Chairman of the Committee on technical regulation, standardization and conformity assessment of the Russian Union of Industrialists and Entrepreneurs. Chairman of the Council on technical regulation and standardization under the Ministry of Industry and Trade of the Russian Federation. Member of Board of the Federal Agency on technical regulation and metrology (Rosstandard). JEAN-PIERE LOUBINOUX General Director International Union of Railways Graduated from Ecole Centrale of Paris, was at the Economic Expansion Observatory in Hong-Kong (1977-1978) before joining the French railway company SNCF in 1978. He held in the SNCF various responsibilities: Train Operations Executive, Marketing Manager, SNCF Freight Executive branch (1980-1982, Director of SNCF Sales branch for North America (1982-1986), Director of On-board SNCF long-distance services (1986-1988), Chief executive French Railways Ltd UK (1988-1995), Director of Coal-Steel Business Unit, SNCF Freight (1995-1999), Director HR, Data Processing and Finance, SNCF Freight (1999-2000), Chief Executive SNCF Freight International (2001) and from 2001 Chairman and CEO of SNCF International and Director of International Development at SNCF. Jean-Pierre Loubinoux was appointed Director General of the International Union of Railways on 31 March 2009. In addition, Jean-Pierre Loubinoux is holding responsibilities in a large number of associations or institutions: President of AFFI (the French association of railway engineers and managers), Vice President of Ecole Centrale association, Advisor for the French Foreign trade and President of the Transport Committee, President of Medef International France-Argentina committee.

From 1969 to 1974 – Postgraduate Studies in MITE. From 1974 to 1977 – Senior Engineer in Moscow Subway. From 1977 to 1983 – Director of Central Laboratory of Ssubway Cars Reliability and Diagnostic at Moscow Subway. From 1983 to 1998 – Deputy Director of RSRIRT (Russian Scientific-Research Institute of Railway Transport). From 1998 to 2007 – Head of Register of Certification on Federal Railway Transport. From 2007 – Vice-President of NP “UIRE”.

DIETRICH MOELLER President, Siemens in Russia and Central Asia; Vice-President, Siemens AG Graduated from Kiev Polytechnic institute, a degree in electrical engineer. Afterwards has defended a dissertation and took a degree of doctor of science in Technical University in Dresden. Works in Siemens AG since 1991. Has managed “Locomotives” in “Transport equipment” Department. Assisted in realization of a number of key national and international Siemens projects in the sphere of railway traffic. Since April, 2006, appointed a President of Siemens in Russia and Vice-president of Siemens AG.

Graduated from the Saint-Petersburg University of Information Technologies, Mechanics and Optics as Master of Science; defended Ph.D. degree in 2004. From 1997 to 2000 – Engineer, Aurora Corporation. From 2000 to 2003 – Leading Engineer, Techtrans JSC. From 2003 to 2005 – Group Leader, VNIIRA-OVD JSC. From 2005 to 2009 – Group Leader, Siemens LLC. VYACHESLAV PETRENKO Department Director, State Policy in the Field of Railway Transport Ministry of Transport of the Russian Federation Born in 1964. In 1968 he graduated from the Leningrad Institute of Railway Transport Engineers. Railway transportation management. 1992 through 1998 he worked at the Octyabrskaya Railway where he occupied posts of foreman of the Leningrad – sortirovochnaya station, deputy head of the Cargo and Commercial Work Department of the St. Petersburg division, deputy head of the Marketing, Contract, Tariffs and Prices Department of the Cargo and Commercial Work Service, deputy head of the Cargo and Commercial Work Service, head of the Traveling Center for Trademark Transportation Services. 1998 through 2003 he worked at the Ministry of Communication Routes of the Russian Federation, occupied the position of deputy director general of the Center for Trademark Transportation Services. Since 2003 he has been working for Russian Railways where he held the posts of first deputy director general of the Center for Trademark Transportation Services, deputy director general on marketing of the Center for Trademark Transportation Services. Since 2008 he has been head of the Department of Cargo Transportation and Tariff Policy Marketing of Russian Railways. Now works Department Director, State Policy in the Field of Railway Transport, Ministry of Transport of the Russian Federation

HENRI POUPART-LAFARGE President ALSTOM Transport Born in 1969. Graduated from Ecole Polytechnique, Ecole Nationale des Ponts et Chaussees and the Massachusetts Institute of Technology (MIT). From 1992 to 1994 – position in the World Bank in Washington, D.C. From 1994 to 1998 – position in the French Ministry of Economy. From 1998 to 2000 – Head of investor relations, then Head of Management Control, Alstom. From 2000 to 2004 – Chief Finance Officer of the Transmission & Distribution sector, Alstom. From 2004 to 2010 – Chief Finance Officer, Alstom Group. From 2010 to 2011 – Executive Vice-President and President of Alstom Grid. Since 2011 – President, Alstom Transport.

EFIM ROSENBERG First Deputy General Director NIIAS Born in 1952. In 1974 he graduated from the Moscow Institute of Railway Engineering (MIIT), qualifying as a railway engineer (electrician). Upon leaving the institute he began working in the design and research department for automatics and telemechanics of the design bureau of the Main Directorate of Signalling and Communications of the Ministry of Railways. Since January 2008 he has been working as first deputy director general of NIIAS and he is the chief designer for traffic safety on Russian railways. Under Y. N. Rozenberg’s direction, and with his direct involvement, rail traffic safety systems and equipment have been developed and are being successfully operated on the railway network. The concept plan for increasing traffic safety by applying multi-functional integrated management systems for regulating train traffic on the railways was developed under his leadership. In 1983 Y. N. Rozenberg was awarded the academic degree of Candidate of Technical Sciences, and in 2005 that of Doctor of Technical Sciences. In 1998 the Academy of Electrical Engineering awarded him the academic degree of Doctor of Electrical Engineering, and in 2004 the Higher Attestation Commission awarded him the academic title of Associate Professor. Since 2005 he has been a full member of the Academy. Y. N. Rozenberg is deputy chairman of the academic council of NIIAS. In 1996 he was awarded the «Honoured Railway Worker» badge, and in 1997 the «850th Anniversary of Moscow» commemorative medal. In 2002 he was awarded the «For Irreproachable Work in Federal Railway Transport: 20 Years» badge for his conscientious and proactive work in railway transport and for his significant contribution to ensuring its stable operations. In 2007 Y. N. Rozenberg’s contribution to the development of railway transport was recognized with the «For Services in the Development of Russian Railways» badge, 2nd class.

PHILIPPE CITROEN General Director UNIFE Graduated from Paris II University in Public Law, holds a Diploma from the Paris Institute of Political Studies (Sciences Po) and also studied at the Ecole Nationale d'Administration (ENA), where he also lectured about Rail and Urban Transport. He began his career as Transport Advisor at the French Permanent Representation to the EU in 1986 and then became Member of the Cabinet of the French Transport Minister in 1990. In 1993 he became Manager and Chief of Staff at RATP Paris, and joined the SNCF as Strategy Director in 1999. Prior to assuming his position at UNIFE, he served for 8 years as CEO of Systra, one of the world’s leading public transport engineering companies. 1986-1990: Transport Advisor, French permanent representation to the EU. 1990-1993: Special Advisor, French Transport Minister Cabinet. 1993-1999: Manager and Chief of staff, RATP. 1999-2002: Strategy Director, SNCF. 2002-2011: CEO, Systra. Philippe Citro?n joined UNIFE in June 2011.

GENNADY TALASHKIN First Deputy General Director, Member of the Board RZDStroy Born in 1966. Graduated in 1993 from Obraztsov Leningrad Institute of Railway Transport Engineers. In 2006, he graduated from the Federal State Educational Establishment for Higher Professional Education, the North-Western Academy of State Service. From 1987 to 1991, he was a track serviceman on the Leningrad – Moscow test section of the October railway. From 1991 to 1997, he was a bridge foreman on the Leningrad – Moscow test section of the October railway. In 1997, he was a bridge foreman for maintenance, track repairs and engineering structures on the St Petersburg Finnish section of the October railway. From 1997 to 1999, he was chief engineer on the St Petersburg Finnish section of the October railway. From 1999 to 2000, he was chief engineer of the St Petersburg Passenger Services Directorate on TRANSKOM Group’s suburban routes of the October railway. From 2000 to 2001, he was Deputy Head of the engineering structures division on the Leningrad – Moscow test section of the October railway. From 2001 to 2004, he was Deputy General Director of transport construction for EUROSTROY. From 2004 to 2005, he was General Director of EURODORSTROY. In 2005, he was First Deputy Director of Construction and Assembly Trust No. 15, a subsidiary of RZD. From 2005 to 2006, he was Director of Construction and Assembly Trust No. 15, a subsidiary of RZD. From 2006 to 2007, he was Deputy Head of the production division, the “Integrated Railway Reconstruction Division”. From 2007 to 2008, he was chief engineer of RZDStroy. In 2008, he was Deputy General Director of ROZZHELDORSTROY. From 2008 to 2009, he was Deputy General Director and then Director of Construction and Assembly Trust No. 1, a subsidiary of RZDStroy. From 2009 to 2010, he was First Deputy General Director, then acting General Director, of RZDStroy. He is currently First Deputy General Director, Member of the Board of RZDStroy.

In 1981–1988, worked for Foreign Trade Bank USSR, where he made his way from Inspector to Deputy Department Manager. In 1988–1990, worked as department manager for Vnesheconombank USSR.
