Graduated from Fergana Polytechnic Institute and from the Diplomatic Academy under Ministry of Foreign Affairs of Russia.
Works in the system of the Ministry of Foreign Affairs - since 1987. Had occupied various diplomatic positions in the central body of the ministry and abroad.
Since 2001 - 2005 General Consul of the Russian Federation in the Geteborg (Sweden). Having huge executive experience in various fields of public service, Bessonov G.I. has participated in attraction of foreign investments into the Russian economy, construction and reconstruction of objects of the real estate abroad for many years.

ANDREY BURLINOV

Born in Moscow, graduated with distinction from the Illinois Institute of Technology (Chicago, USA), majoring in Computer Science, and also in 1996 was awarded the degree of MBA at Erasmus University (Rotterdam, Netherlands).
Before joining the VTB Group, from 1997 to 2003 he worked in the head offices of the Donaldson, Lufkin & Jenrette and Credit Suisse First Boston investment banks in New York, where he was engaged in developing investment banking business with American and Russian companies in the oil and gas and energy industries. He then returned to Moscow and moved to the Troika Dialog investment company, where he was responsible for work with the company’s major clients in the role of managing director of the investment banking division.
He has been working for VTB Group since April 2010, and currently holds the post of joint head of the Natural Resources and Heavy Industry Directorate, VTB Capital, and also Senior Vice President of VTB Bank.

Graduated Moscow State Law Academy, Dr. Ivanov received his Ph.D. in Law from the Institute of State and Law, Russian Academy of Sciences. He also received his master's in law from the Goethe University Frankfurt am Main.
Dr. Ivanov has been working at Freshfields Bruckhaus Deringer since 1994, having spent 1996 and 1997 in the firm's Frankfurt office. He is currently a partner of the Moscow branch, where he heads the firm's Russian practice for infrastructure and transport. He specialises in corporate law and project financing. He is vastly experienced in consulting Russian and foreign clients on mergers and acquisitions, founding joint companies, the securities market and corporate management, including public servant responsibility. He has for a few years now been in charge of customer service for the state sector and provides consultations on various different corporate issues regarding contracts with foreign business partners, stock market transactions, attracting financing and infrastructure projects. As a leader of the firm's infrastructure practice in Russia, Dr. Ivanov has participated in structuring and implementing many significant projects, including ones based on public private partnership in transportation infrastructure, energy, utilities and other spheres. He is active in developing respective federal and regional regulatory framework, and is a member of the Expert Council on Public Private Partnership Legislation for the State Dume Committee on Economic Policy and Entrepreneurship. Among other things, Dr. Ivanov has worked on drafting the bill on “St. Petersburg Participating in Public Private Partnerships,” which currently serves as the legislative framework for a number of projects in St. Petersburg.

She started her professional career at railway transport in 1978 as an economist in “Transorgmashuchet” Trust of the Ministry of Railways. Afterwards she held positions of Head of department of Data-processing Center of the Trust, Assistant Head of Main Data-processing Center of the Ministry of Railways of Russia. Since 1996 she has been working at the Transport Service Centre as Deputy General Director, Development Director. Currently she holds the position of General Director of the Transport Service Centre - structural division of Russian Railways.

Graduated from the All-Union Correspondence Railway Engineering Institute.
Worked as Deputy Administrator and Administrator at the Planning and Economic Department for Privolzhskaya Railways from 1981 to 1988. From 1988 to 1994 Mr. Lapidus worked as Head Economist and Deputy Administrator at Privolzhskaya Railways. From 1994 to 2003 he was Managing Director of Economics and Development for the Traffic Ministry, Administrator of its Economics Department and a member of the Ministry's body. Mr. Lapidus was Vice-President in 2003 and has been Senior Vice-President of JSC Russian Railways since 2005. He is a merited economist of Russia. In 2010 he was appointed Chairman of JSC Russian Railway's Joint Academic Council, as well as President and CEO of the All-Russian Scientific Research Institute of Railway Transport.

He got a Degree in Railway Engineering in 1983. After graduation Mr. Maltsev served in the USSR Army (Military Railway Service). In 1992 he resigned with the rank of a major. Then from 1993 till 1997 Mr. Maltsev worked for Petra CJSC as Head of Transportation Department and from 1997 till 1999 he held the same position at PromSnab LLC. From 1999 till 2007 he worked as Advisor to the Director-General of MMK-Trans LLC. In 2006 by the order of the RF Ministry of Transport Mr. Maltsev was awarded a decoration “Honorary Railwayman” for his great contribution into the development of railway transport. Since 2007 Mr. Maltsev has also held the position of Advisor to the Director-General of the New Forwarding Company.Since March 2008 Mr. Maltsev has been Executive Member of the Board of Directors and the Chief Executive Officer of Globaltrans Group. In July 2009 Mr. Maltsev was elected Chairman of the Non-Profit Partnership “Association of Railway Services Providers” formed by independent forwarding companies operating in the Russian railroad market.

LEONID MAZO

Was born in 1948.
He graduated from engineering and economic faculty of Moscow State University of railway service in 1971. In 1977 he successfully completed postgraduates course. From 1971 to 2008 Leonid Mazo worked as a probationer-research worker, junior researcher and senior staff scientist, a head of laboratory, a head of economic and finance department, than he was promoted to Vice Director and a director councilor of All-Russian Research Studies Institute of railway service. Leonid Mazo took part in holding the reconsideration of railroad rates system and development of price lists №10-01 in 1974, 1990 and 2003 and price list №10-02-16 for ridership in Commonwealth of Independent States and Baltic States in 1993. He also took part in making a new conception of perspective carload rates system in 2007. Leonid Mazo was awarded a medal “For great services for Homeland”. He is a Doctor of Sience Economics and has 147 scientific publications.

Born in 1954.
In 1977 graduated from the Leningrad Institute of Railway Transport Engineers, railway engineer on railway maintenance, Candidate of Science (Engineering).
His career was started in 1971 as a millwright of the Volhovstroy-1 locomotive depot of the Oktyabrskaya railway. After the graduation from the institute he continued his work at the railway. He held an appointment from the switching foreman to the railway head. In 1998 he was Deputy Chairman of the legislative assembly of the Leningrad Region. Since 1998 until 1999 and since 2000 until 2002 - First Deputy of the South-East and Moscow railway correspondingly. Since May, 1999 until May, 2000 - Deputy Minister of Railways of the Russian Federation, since 2002 until 2003 - First Deputy Minister, since November, 2003 until June, 2004 - Minister of Railway Transport of the Russian Federation. Since July, 2004 - Executive Director of the Blagosostoianie (welfare) private pensionary fund. On August, 17, 2005 he was appointed the First Vice-President of the Russian Railways.

He graduated from the plant - institute of higher technical education Krasnoyarsk Polytechnic Institute, has higher education.
He started his working career in 1979 at Krasnoyarsk machine building plant. From 1984 he held leading positions at various enterprises of the Krasnoyarsk region. From 2000 until 2006 he was Deputy Director General for Economic Security, Director General of JSC Bamtunnelstroy. In 2006-2007 Mr. Nedosekov held position of Director General of JSC Roszheldorstroy. In 2007 he was Deputy Director of Department for Economic and Investment of the Ministry of Transport of the Russian Federation, Director of Department for Development Programs of the Ministry of Transport of the Russian Federation. Since 2008 Mr. Nedosekov is Deputy Minister of Transport of the Russian Federation.

1998 through 2003 he worked at the Ministry of Communication Routes of the Russian Federation, occupied the position of deputy director general of the Center for Trademark Transportation Services. Since 2003 he has been working for Russian Railways where he held the posts of first deputy director general of the Center for Trademark Transportation Services, deputy director general on marketing of the Center for Trademark Transportation Services. Since 2008 he has been head of the Department of Cargo Transportation and Tariff Policy Marketing of Russian Railways.

He graduated from Leningrad Electro-Technical Institute as a systems engineer in 1975.
He began his career in 1975 as an engineer in the Faculty of Automation and Telecontrol at the Leningrad. Electro-Technical Institute. He then worked as a senior engineer at the R& D institute Prisma at the Leningrad Optical-Mechanical Association. Between 1985 and 1987 he worked in the trade representation of the Soviet Union in Norway. Reshetnikov has considerable experience in management positions at various companies and banks in St. Petersburg. In 2002, he was appointed head of the Department of Economic Security at the Ministry of Transport and Communications and in October 2003 head of the Safety and Security Department at Russian Railways. Since 2005 he has been an advisor to the president of Russian Railways. In March 2007, he was appointed Vice-President for Corporate Governance and a member of the Board.

From 1979 to 1984 he studied at the K.L. Khetagurovai North Ossetia State University. His specialism was biology, and he qualified as a biologist and a biology and chemistry teacher.
From 1988 to 1993 he studied at the Higher Correspondence Law School of the USSR Ministry of Internal Affairs (the Rostov Higher School of the Russian Federation Ministry of Internal Affairs). His specialism was jurisprudence and he qualified as a lawyer.
He has more than fifteen years’ experience of work in senior posts in commercial and state organisations. Before being elected as director general of Lengiprotrans he headed the infrastructure projects investment office at Venture Investment and Yield Management LLP, and before that he worked for four years as first deputy general director of BalttransServis (building contractor for a light oil products transhipment terminal at Primorsk port, a subsidiary of Transnefteprodukt). At various times he has also been head of the legal department of the St Petersburg state property management committee and head of the economic development administration of the St Petersburg Property Foundation, has been general director of the Grand Hotel Europe, and has worked as deputy general director of the Russian Maritime Register of Shipping.
He is a member of the Board of the International Union of Lawyers and a member of the Russian Association of Maritime and International Maritime Law. He has been awarded the Russian Maritime Register of Shipping badge “For Service” (1st Class) and is an Honoured Worker of the Russian Maritime Fleet.

Studied at the Moscow Institute of Railway Transport Engineers.
Between 1979 and 1993, she was a trainee researcher, an engineer, a junior researcher, and a researcher at the Ministry of Railways’ All-Russian Railway Research Institute (VNIIZHD). Between 1993 and 1997, she was chief economist, deputy head of department, and head of the currency and tariffs committee department of the Russian Ministry of Railways, in Moscow. From 1997 to 2004, she was head of the department of freight tariffs on export, import and transit freight at the Russian Ministry of Railways’ Centre for Corporate Transport Services, in Moscow. From 2004 to 2010, she was deputy head of the Railway Regulation Directorate at the Russian Federal Tariff Service. Since 2010, she has been deputy head of the Federal Tariff Service.
She holds the title of Distinguished Economist of the Russian Federation.
