Born in 1960.
He graduated from the Moscow Institute of Railway Transport Engineers in 1982, specialising as an electro-mechanical railway engineer, and in 1998, from the Academy of National Economy under the Government of the Russian Federation.
He worked on the Moscow railway. He progressed from electric Locomotive Workshop Team Leader to Head of the Locomotive Depot at the Moscow Kievsky passenger station.
From 1992 to 1998, he was Chief Safety Inspector for train traffic, then First Deputy Head of the Moscow-Smolensk section of the Moscow railway.
From 1998 to 1999, he was Deputy Head of the Moscow railway, then Head of the Moscow-Kursk section.
From 1999 to 2000, he was First Deputy Head of the South-Eastern Railway.
From 2000 to 2002, he was Head of the South-Eastern Railway.
From 2002 to 2003, he was Deputy Minister of Railways of the Russian Federation.
In 2003–2004, he was First Deputy Minister of Railways of the Russian Federation.
From March 2004 to November 2005, he was Head of the Federal Agency for Railway Transport of the Ministry of Transport of the Russian Federation.
In November 2005, he was appointed Vice-President of RZD.
In May 2009, he was appointed Vice-President and Managing Director of the Federal Passenger Directorate.
Since April 2010, he has been Vice-President and General Director of the Federal Passenger Company.

Mikhail ANSHAKOV

Inter-regional public organisation the Consumer Rights Protection Society “Public Scrutiny”

Born in 1972.
Higher education: International Institute of Management, specialising in jurisprudence (1999).
From 1998 he worked in public organisations: the Russian Professional Union of Small and Medium Business (1998-2002) and the inter-regional public organisation My Law (2003-2004). In 2003 he became one of the founders and chairmans of the inter-regional public organisation the Consumer Rights Protection Society, “Public Scrutiny”. From 2010 he was involved in creating the inter-regional public movement Potrebiteli.ru
He is chairman of the council of the consumer magazine Kachestvo.ru
He is the author of three books and more than 10 scientific publications on the topic of consumer rights protection.

Andrey BURLINOV
Joint Head of the Natural Resources and Heavy Industry Directorate,
VTB Capital

Born in Moscow, graduated with distinction from the Illinois Institute of Technology (Chicago, USA), majoring in Computer Science, and also in 1996 was awarded the degree of MBA at Erasmus University (Rotterdam, Netherlands).
Before joining the VTB Group, from 1997 to 2003 he worked in the head offices of the Donaldson, Lufkin & Jenrette and Credit Suisse First Boston investment banks in New York, where he was engaged in developing investment banking business with American and Russian companies in the oil and gas and energy industries. He then returned to Moscow and moved to the Troika Dialog investment company, where he was responsible for work with the company’s major clients in the role of managing director of the investment banking division.
He has been working for VTB Group since April 2010, and currently holds the post of joint head of the Natural Resources and Heavy Industry Directorate, VTB Capital, and also Senior Vice President of VTB Bank.

Alexander  CHERNOV

Alexander has more that 10 years practical experience in IT including CIO position and project management. Alexander passed the Moscow institute of Physics and Technologies and MBA with MBI (Master of Business Information) specialization in Government University of Management. Alexander is certified as PMP (Project Management Professional) and CISA (Certified Information System Auditor).
Under Alexander’s stewardship the following projects in Transportation were successfully  executed:

  • The high-level conceptual design of the solution to provide the complex services for the passengers.

Vladimir CHERTOK

Born in 1949.
Graduated from the Moscow Aviation Institute in 1972.
From 1972 to 1998, was an engineer, a senior engineer, a senior researcher, a head of laboratory, and then head of department at the State Research Institute of Civil Aviation.
From 1998 to 2002, he was General Director of the Certification Centre for civil aviation search and rescue flights.
From 2002 to 2004, he was Deputy Head of the department of Aviation Safety and Special Flight Support in the Search and Rescue Flights Division of the Ministry of Transport of the Russian Federation.
From 2004 to 2005, he was Deputy Head of the Transport Safety Directorate of the Federal Agency for Transport Supervision.
From 2005 to 2006, he was Head of the Transport Safety Directorate of the Federal Agency for Transport Supervision.
From 2006 to 2008, he was Deputy Head of the Federal Agency for Transport Supervision.
From 2008 to 2010, he was Deputy Head of the Federal Air Transport Agency.
Since 2010 he has been Deputy Head of the Federal Agency for Transport Supervision.
Under Mr Chertok’s leadership a system of supervision and monitoring in the field of transport safety, an integrated duty controller service with the functions of the Centre for management in crisis situations and a coordination centre for aviation safety in the transport industry have been created.
He has been appointed national coordinator for ICAO civil aviation safety checks in the Russian Federation.
He is an expert in the ICAO working group on aviation safety.

Andrey GURIEV

Born in 1957.
He was educated at the Bologoye railway college and the History School of the Leningrad State University. He got his PhD in history after passing a postgraduate course at the same university. Work as an assistant engine driver, instructorship at the Leningrad Technological Institute.
In 1993 he was appointed Press Secretary of the Oktyabrskaya Railway
In 2001 joined the RZD-Partner first as its observer, then office editor, and then deputy Editor-in-Chief.
He was conferred the National Public Prize “Golden Chariot” in 2005 for merits in popularizing the transport industry in mass media.
PhD in history.

Yuri KARADZHOV

Is IBM Business Development Director in the Central and Eastern Europe/Asia region. Before starting work in this region he was managing consultant in Travel &Transportation practice in IBM USA. He has 15 years’ experience and expertises in the field of transport and the motor vehicle industry.
In the transport sector he has worked with railway and logistics companies and air carriers, he provides strategic consulting (business and IT) and business process re-engineering services, and assistance in change management, improving financial indicators and increasing the efficiency of company’s operations as a whole.
He has experience and specialises in the following fields: optimising business processes and drawing up strategies, pricing and revenue management, and long-range forecasting and modelling of development scenarios. He has worked in these areas with companies in the USA, South America and the Middle East, improving their pricing and tariffs, their product portfolios and business processes.
Before joining IBM, he worked as a lead consultant for PricewaterhouseCoopers, and then as a partner with Fenix (USA), a specialist consulting company providing services in optimising profitability for railway and air transport companies. He also held the post of lead terminal manager in a leading transport company in Great Britain. As an IBM expert he has worked with various clients and led consultancy projects in North and South America, Europe, Asia, Middle East countries and Africa. He has an MBA degree from the Kellogg School of Management at Northwestern University, USA.

Yury LATYSHEV
Director

Born in 1976.
Graduate of the Moscow State Academy of Water Transport (MGAVT) and Moscow Tax Institute.
In 2008, he was Head of the Administrative and service Quality Improvement Service for Avtoframos, part of the Renault group.
He developed and introduced a programme to improve the quality of services.
He managed projects, including one to optimise the work of contracting organisations by 30% without loss of quality and one to improve the life of staff.
In 2010, he continued his career with a move to Corpus Group. He worked as Deputy Director for the Moscow region, then he headed the Premier Service business unit in the role of Director.
During his time leading Premier Service, he took its service quality, accountability and production management system to a qualitatively new level, introduced a management quality system, developed a production personnel interchangeability system, introduced corporate ethics guidelines, and implemented a non-material staff incentive programme. He introduced the Just in Time system. By introducing a process approach production system he increased labour productivity by 15%.

Alexander LOMAKIN-RUMYANTSEV

Born in 1954.
He graduated from the All-Union State Institute of Cinematography, specialising as a cameraman-journalist (in 1977).
From 1976 to 1980 he worked at the Central Studio for Documentary Film, first as an assistant cameraman and later as a cameraman.
In 1980 he became disabled, in a wheelchair. For a while he worked as an outworker for the Sovetskaya Armia factory, and from 1985 to 1990 as a teacher in the faculty of film photography at the People’s Correspondence University of the Arts. As one of the initiators of the establishment of the Russian Society of People With Disabilities, he joined the Organising Committee and at the founding conference in August 1988 he was elected a member of the Central Board and the Presidium of the Central Board of the Society of People With Disabilities (SPWD).
From November 1991 to now he has been head of the SPWD (being elected chairman of it four times).
During his time working for the SPWD he has at the same time been a member of the collegium of the RSFSR Ministry of Social Security (1991-1992) and deputy chairman of the Russian Federation President’s Council on the Affairs of People with Disabilities (1996-2001). He is currently a member of the Council of Experts on Social Policy of the Public Consultative Council for the Plenipotentiary Representative of the President of the Russian Federation in the Central Federal District, and a member of the Council on the Affairs of People with Disabilities under the Chairman of the Council of the Federation.
He takes an active part in work on documents concerning social security for disabled people. He was part of the USSR Council of Ministers’ working group drafting the basic USSR legislation on social security for disabled people in the USSR and the concept for state policy on related issues. He is one of the drafters of the Federal law on social security for disabled persons in the Russian Federation, passed in 1995.
From 2005 to 2007 he was a member of the Public Chamber of the Russian Federation.
In December 2007 he became a deputy of the State Duma of the Russian Federation.
He has been awarded the Order of Honour (1998), the “850th Anniversary of Moscow” commemorative medal and a Commendation of Honour from the Government of the Russian Federation (1996), and he has a Commendation from the President of the Russian Federation (1996).

Alexey MOROZOV
Lead engineer, engineering production equipment and technologies

Graduated from the “STANKIN” Moscow State Technological University. More than 10 years’ experience of working in the security industry. From 2003 to 2009 an engineer, then head of the technical department, for Gulfstream Engineering, and from 2009 lead engineer in engineering production equipment and technologies for BEZOPASNOST Company. His field of responsibility is screening equipment.

Oleg PANKRATOV

Graduated from the Mechanical and Mathematics faculty of Moscow State University and gained the degree of MBA at the IMD business school, Lausanne, Switzerland.
With VTB Capital since 2007. He holds the posts of joint head of the Global Markets Investment Banking Department, head of the Financial Infrastructure Directorate, and member of the board of VTB Capital plc. He oversees the company’s activities in the field of M&A, ECM, DCM and infrastructure financing. He has more than 15 years’ experience of working in the field of corporate finance, infrastructure financing, public-private partnership (PPP) and project and structural financing in London and Moscow.
In 2009 he entered the Infrastructure Journal list of the ten most influential banking experts in the field of infrastructure financing.
He was recently elected Chairman of the PPP Board of Directors carrying out refurbishment of Pulkovo airport in St Petersburg. Before joining VTB Capital he worked as managing director for Merrill Lynch, as head of the infrastructure financing department (Europe) for ABN AMRO, and as a vice president of J.P. Morgan. He has headed a number of major deals in PPP, share and project financing, and financial consultancy on deals in Russia, Great Britain, France, Germany, Spain and other countries.

Gennady PETRAKOV

Born in 1954.
In 1991 he graduated from the All-Union Extramural Institute of Railway Transport Engineers. In 2001 he retrained at the The Academy of National Economy under the Government of the Russian Federation.
From 1973 to 2008 he worked in engineering and management posts with Northern Railways, a Russian Railways subsidiary. From 2002 he headed the Northern Railways Vologda  branch.  In August 2008 he was appointed Head of the Federal Railway Transport Agency. He is the holder of state and departmental awards. He has been awarded the title of Honoured Transport Worker of the Russian Federation by decree of the President of the Russian Federation.

Was born in 1974
Education: A.F. Mozhaysky Military Engineering and Cosmic Academy, the special subject “The Systems of Flying Vehicle Control”.
From 1996 to 2007 he did military service at the leading Research Institute of the Ministry of Defense of Russia.
The area of scientific activities is the development and scientific and technical support of special information and telecommunication systems in protected version.
Now he is head of the system solutions department of GK “M2M telematics”. An author of more than 30 scientific works.

Experience:From 1999 to 2007 worked as a manager and industrial engineer of flight catering plant "Domodedovo Air Service". 3 plant reconstruction projects were carried out with his direct involvement and without suspension of production: industrial areas were expanded from 8,500 m2 to 23,000 m2; production volume was increased from 14,000 flight rations/day to 65,000 flight rations/day; staff – 1800 employees, including 300 employees working at railroad rations department; corporative meals – 4000 lunch units/day at 7 facilities of "Domodedovo" airport; 24 units of special vehicles; lease of 24 dining cars and 4 buffet cars.
In 2007-2008 he developed a project concept and a main cook room for chain of restaurants in Moscow with a total area of 1360 m2 was constructed and launched with his direct involvement.
In 2007 with his direct involvement was developed a new concept of catering system for Russian Railroad passengers that was approved by JSC Russian Railroad management and formed the basis of Russian Railroad catering system reorganization project.
In 2008 and 2009 he participated in projects for estimation and reorganization of cook rooms in Pulkovo and Vnukovo airports.
In 2008-2009 he developed and implemented a project which established the first specialized enterprise of catering for Russian Railroads passengers, located in Saint Petersburg.

In 1997–1999, he was Head of the Finance Department at the Russian Ministry of Railways. From 2001 to 2008, he worked as Deputy General Director of the Industry Centre for Applying New Equipment and Technologies, with responsibility for implementing scientific research and design and testing work for the Russian Ministry of Railways and then for RZD.

Born in 1959.
Graduated in 1982 from Bauman Moscow Higher Technical College (MVTU), specialising in physics and power engineering machines and installations.
From 1982 to 1983, he worked in a research institute as a nuclear machine-building engineer, then as a researcher, and then as a senior researcher. He was involved in planning nuclear power stations and nuclear heating stations within the USSR and in the CMEA member countries. He is the author of a number of scientific articles in the field of nuclear equipment.
From 1993 to 2000, he was Head of Investment Projects in a Russian-French joint venture.
From 1995 he was an Advisor to the head of the Transport and Communications Directorate of the Government of Moscow.
From 2002, he was an Advisor to the President of the Autoline group of companies.
Since 2003, he has been Executive Director of the Moscow Transport Union.
The Moscow Transport Union was founded in December 2003 with support from the Moscow City Department of Transport and Communications with the aim of coordinating entrepreneurial activity by people carrying out various types of transport operations, and also of providing protection for their joint economic and social interests, improving the region’s transport infrastructure, and meeting as fully as possible the demand for transport services by customers.
The Moscow Transport Union brings together transport operators including such major companies as Mosgortrans, Mosavtotrans, the Autoline Group and the New Transport Company (the New Yellow Taxi trademark), providing the following types of transport services: passenger transport, taxi cab booking and transport, freight transport, intercity and international bus transport, etc.

Born in 1972.
Graduated from the Kalinin Suvorov Military College in 1989, graduated with distinction from the Russian Federation Supreme Soviet Moscow General Command College in 1993, and graduated from the Moscow State University of Consumer Cooperation in 1998.
From 1993 to 1997, he served in the Armed Forces of the Russian Federation, and from 1997 in internal affairs bodies, and his career took him from authorised criminal investigation in a line department of internal affairs to Head of criminal investigation in the Transport Militia (police). He is currently pursuing extramural studies at the Academy of Administration of the Russian Interior Ministry.

Inna SVYATENKO

Born in 1967. Graduated from Lomonosov Moscow State University, the Moscow Institute for Military Staff Conversion attached to the Moscow State University of Economics, Statistics and Informatics, and the Russian Academy of State Service under the President of the Russian Federation. She is a Candidate of Technical Sciences and a Lieutenant Colonel in the armed forces.
Until 2011, she served as an assistant professor at the Zhukovsky Air Force Academy.
She is a member of the Political Council of the Moscow City division of UNITED RUSSIA, and the regional coordinator for the political line of the party’s Safe Roads project in Moscow.
She has been awarded the “850th Anniversary of Moscow” commemorative medal, the medals “For Strengthening Military Cooperation” and “For Excellence in Military Service” (3rd Class), and the civilian Order of the Silver Star for “Public Recognition”.

From 1991 to 1997, he was a bridge foreman on the Leningrad – Moscow test section of the October railway.
In 1997, he was a bridge foreman for maintenance, track repairs and engineering structures on the St Petersburg Finnish section of the October railway.
From 1997 to 1999, he was chief engineer on the St Petersburg Finnish section of the October railway.
From 1999 to 2000, he was chief engineer of the St Petersburg Passenger Services Directorate on TRANSKOM Group’s suburban routes of the October railway.

Sergey ZAKROYSCHIKOV

Graduated in 1982 from the Moscow Institute of Geodesy, Aerial Photography and Cartography Engineers (MIIGAiK), with a specialism in marine geodesy. He is a Candidate of Technical Sciences (MIIGAiK, 1991).
He has worked in insurance since 1994. Since 1996, he has worked for Ingosstrakh, where his career has taken him from chief specialist to Deputy head of the Corporate Services Directorate.
He has implemented a range of major projects for Ingosstrakh. He is a member of the Coordinating Council on Insurance at the Ministry of Transport of the Russian Federation and a member of the working group drafting a Federal Law “On mandatory public liability insurance by carriers for injury to passengers” at the Ministry of Transport of the Russian Federation. He represents the company in working groups for federal ministries and also in a number of committees and working groups for the All-Russian Insurance Association and the National Union of Liability Insurers. In 2002, he was awarded the Russian Ministry of Transport’s departmental decoration, the “Honoured Motor Transport Worker” badge, for his contribution to the development of transport insurance. He is the author of a chapter entitled “Liability insurance for road carriers, shipping agents and other operators in the transport industry” in the Russian Road Transport Encyclopedia, and of a chapter entitled “Leasing and insurance of technical resources” in the Russian Encyclopedia of Self-Propelled Equipment (2001). He has more than 60 publications on insurance topics in general and specialised publications and is a regular speaker at various conferences on insurance and transport topics, as well as giving lectures on insurance in higher education establishments, seminars and master classes in Russia and the CIS countries.
