Igor BASHMAKOV

Born in 1955.
Graduated from the economics faculty of the M.V. Lomonosov Moscow State University in 1978, and from a postgraduate course at the Central Mathematics and Economics Institute of the Russian Academy of Sciences in 1981. He holds the degree of Candidate of Economic Sciences.
Worked at the Central Mathematics and Economics Institute of the Russian Academy of Sciences (CMEI RAS) and the Energy Research Institute of the Russian Academy of Sciences (ERI RAS). Is currently director of the Centre for Energy Efficiency (CENEf).
Winner of the Nobel Peace Prize in 2007 as part of the Intergovernmental Panel on Climate Change.
One of the leading Russian experts in the field of energy conservation and increasing energy efficiency in various sectors of the economy, climate change, modelling and forecasting global and Russian greenhouse gas emissions, and developing strategies for reducing emissions. His field of scientific interests includes development forecasting for Russian and global energy, comparative analysis of energy and levels of energy efficiency in Russia and other countries, developing and implementing federal, regional and municipal policy in the field of energy savings, reforming the housing and utilities sector, economic and financial analysis and monitoring of projects to increase energy efficiency, and drawing up feasibility studies and business plans for energy-saving projects, and forecasting the development of markets in power engineering for electricity generation and heating systems.
Author and co-author of more than 30 books and 200 articles.

He is deputy chairman of the expert council of the Higher Attestation Commission for transport, a member of the Presidium of the Russian Academy of Sciences’ St Petersburg Science Centre, a member of the bureau of the Russian Academy of Sciences’ interdepartmental North–South coordination council on fundamental and applied research, a member of the Presidium of the Scientific and Technical Council, member of the expert council and also the public council of the Russian Federation Ministry of Transport, a member of the Presidium of the Scientific and Technical Council of the State Maritime Register of Shipping, a member of the Bureau of the Russian Academy of Sciences’ scientific council on transport issues, vice president of the Eurasian Transport Union, member of the editorial board of the journals “Transport: science, equipment, management”, “Russian transport” and “Shipping” (Ukraine), Chairman of the of the State certification commission of the St Petersburg University of Civil Aviation for the course “transport organisation and management”.
Author of more than 100 academic publications, including patents for new types of transport resources and 12 monographs on transport topics.

Alexey DAVYDOV

Born in 1953.
An applied mathematician by education, Candidate of Technical Sciences, Associate Professor in the Department of Physics.
From 1976 to now he has worked at MIIT. He successfully combines his scientific, teaching and administrative work: deputy director of the Humanitarian Institute, header of the Coordination and Analytical Centre for Training Scientific and Academic Staff and Transport Specialists, head of the post-graduate and doctorate programmes. Since 2008 A.M. Davydov has held the post of pro-rector for innovations. He has been awarded the departmental awards “Honoured Railway Worker” (2003) and “Honoured Higher Vocational Education Worker of the Russian Federation” (2007).

Since 2004 to 2006 he was the head of department in Ministry of Transport of the Russian Federation. Since 2006 to 2010 he worked as director of engineering in Bombardier Transportation Russia. Since 2010 to now he is a director of regulatory control and certification, Alstom.

Julia KHARLAMOVA

She has finished historical faculty Armavirskogo of the state pedagogical college, a faculty of law of the Stavropol state university. The candidate of historical sciences, the doctor of political sciences. Was engaged in scientific, teaching and political activity. The area of professional interests is connected with a role of a railway complex in political processes of the Russian state, as well as with formation of bases of transport policy, questions of sociopolitical aspects of transport mobility, realization of innovations in transport area. The author more than 70 scientific publications. At the moment the professor of faculty of the law of shipping of the Moscow state university of means of communication.

Vladimir KOLESNIKOV

Was born in 1941.
In 1966 he graduated from the physical-mathematical department of Rostov State University. In 1966 - 1969 he was engineer of scientific-research institute of automation of industrial enterprises. Since 1970 he worked at Rostov State Transport University. He completed the path from assistant of the department of physics up to rector of the university. In 1975 he defended the Ph.D thesis. In 1987 he became the Doctor of technical sciences. In 1989 he was elected as people’s Deputy of Soviet Union – the Chairman of the subcommittee “The Railway Transport” of the Supreme Soviet of USSR. Since 1991 was corresponding member of Russian Academy of Sciences. In 1992 he graduated from the Academy of national economy of the Government of Russian Federation. From 1998 till 2008 he was the Deputy of the Legislative Assembly of Rostov Region. He was the Chairman of the credentials committee, the Chairman of the subcommittee for relations with political parties and social associations, interregional and international parliamentary commonwealth. Since 2003 Vladimir Kolesnikov is academician of Russian Academy of Sciences (the division of power engineering, mechanic engineering, mechanics and control processes, category “Engineering, transport”). Vladimir Kolesnikov is Honored scientist of the Russian Federation, Chairman of Supreme Accreditation Committee of the Ministry of Education and Science of Russia (transport section), “The Honored engineering worker”, “The Honored railwayman”. Vladimir Kolesnikov created the scientific school of tribology at Rostov State Transport University, which has successful relations with other Russian and international research centers.

Born in 1947.
He graduated from the Physics department of St Petersburg State University (1971) and the Engineering faculty of Mikhailov Artillery Academy (1976). From 1979 he taught at the Mikhailov Artillery Academy (MAA).
In 1998 he retired to the reserve in the rank of colonel from the post of head of the department of organisation of production and operation of special equipment at MAA. In 1998 he was elected First Vice President of the International Academy of Transport. He was the initiator and leader of the “Learning” project, which led to the development of the professional career mentoring system for specialists. This system was approved and recommended for use by the CIS Executive Committee and the Coordinating Transport Conference of the CIS member-states. He represents the International Academy of Transport in the Coordinating Transport Conference of the CIS member-states (formerly the Coordinating Transport Conference of the CIS ministers of transport) in the capacity of an associate member. He is a member of the Transport and Transit Committee of the International Congress of Industrialists and Entrepreneurs (ICIE). He prepared and delivered to a meeting of the ICIE programmes for training senior executives of organisations involved in the market for transport and shipping services. The programmes were supported and recommended by the ICIE for use in the CIS member states. He was the main author and leader of a project to develop a draft concept for an agreed transport policy for the CIS member states for the period up to 2010. In accordance with a decision by the Economic Council he spoke on this issue at a meeting of the Council of Heads of State (Astana, September 2004). The document he presented was approved. He has created a prestigious school of thought.

Graduated from the All-Union Correspondence Railway Engineering Institute.
Worked as Deputy Administrator and Administrator at the Planning and Economic Department for Privolzhskaya Railways from 1981 to 1988.
From 1988 to 1994 Mr Lapidus worked as Head Economist and Deputy Administrator at Privolzhskaya Railways.
From 1994 to 2003 he was Managing Director of Economics and Development for the Traffic Ministry, Administrator of its Economics Department and a member of the Ministry's body.
Mr Lapidus was Vice-President in 2003 and has been Senior Vice-President of JSC Russian Railways since 2005. He is a merited economist of Russia.
In 2010 he was appointed Chairman of JSC Russian Railway's Joint Academic Council, as well as President and CEO of the All-Russian Scientific Research Institute of Railway Transport.

From 1989 to 1997 he worked in MIRTE in scientific research and teaching. From 1998 to 2010 he worked for the Russian Ministry of Railways and OAO Russian Railways. Since 2010 he has been first deputy chairman of the Joint Scientific Council of Russian Railways. He is a Doctor of Economic Sciences, a professor, and author of more than 120 scientific, educational and methodological works.

Oleg NAZAROV

Graduated from the Moscow State University of Railway Engineering (MIIT) in 1986. From 1986 to 1990, he was a research intern and then an engineer with VNIIZhT. From 1990 to 1992, he did postgraduate research at VNIIZhT. In 1992 he completed his postgraduate research at VNIIZhT. From 1992 to 2008, he was a junior scientific researcher, then a senior scientific researcher, then a head of department, then deputy director and head of department at VNIIZhT. From 2008 to 2010, he was a head of department at the VNIIZhT company. Since 2010, he has worked as deputy general director of the VNIIZhT company.

From 1982 to 2001 he worked for the Russian Railway Transport Research Institute (RRTRI). At the RRTRI he defended his dissertations for the degrees of Candidate (1989) and Doctor (1999). From 2002 to now he has been working for Bombardier Transportation (Switzerland).

Vyacheslav RYBKIN

Born in 1962.
Is also a director of MosgortransNIIproyekt; chairman of the Transport Infrastructure and Energy Saving Committee of the National Association of Planners; chairman of the board of the Inter-Regional Association of Architectural and Construction Planning Organisations (MOOASP); chairman of the board of Spetsenergoservis (the Inter-Regional Association of Energy Survey Organisations); and chairman of the board of the Guild of Professional Property Managers.
From 1979 to 1984 he studied at the K.L. Khetagurovai North Ossetia State University. His specialism was biology, and he qualified as a biologist and a biology and chemistry teacher.
From 1988 to 1993 he studied at the Higher Correspondence Law School of the USSR Ministry of Internal Affairs (the Rostov Higher School of the Russian Federation Ministry of Internal Affairs). His specialism was jurisprudence and he qualified as a lawyer.
He has more than fifteen years’ experience of work in senior posts in commercial and state organisations. Before being elected as director general of Lengiprotrans he headed the infrastructure projects investment office at Venture Investment and Yield Management LLP, and before that he worked for four years as first deputy general director of BalttransServis (building contractor for a light oil products transhipment terminal at Primorsk port, a subsidiary of Transnefteprodukt). At various times he has also been head of the legal department of the St Petersburg state property management committee and head of the economic development administration of the St Petersburg Property Foundation, has been general director of the Grand Hotel Europe, and has worked as deputy general director of the Russian Maritime Register of Shipping.
He is a member of the Board of the International Union of Lawyers and a member of the Russian Association of Maritime and International Maritime Law. He has been awarded the Russian Maritime Register of Shipping badge “For Service” (1st Class) and is an Honoured Worker of the Russian Maritime Fleet.

Georgy SAMME

Born in 1925.
In 1951 he graduated from the Moscow Electromechanical Institute for Transport Engineers (MEITE), specialising in electric transport.
In 1967 he defended his PhD dissertation on the topic of flow characteristics of wheel-to-rail contact. In 1981 he wrote his doctoral dissertation, which he defended in 1987 in the specialist Councils of the Russian Railway Transport Research Institute (Friction and wear in machines) and (Railway rolling stock and train traction). The opposing organisation at his dissertation defence was the USSR Academy of Sciences’ Institute of Mechanics. The results of theoretical research have been published in works by the USSR Academy of Sciences. His new results in the theory of locomotive track adhesion have been published in monographs and in the Science and Transport and Transport Science and Equipment journals.

Alexei SOKOLOV

Born in 1972.
Graduated from St Petersburg State Railways University (SPSRU), specialising in materials handling, track and construction machines, after which he continued working in the department and undertook postgraduate study.
In 1999 he defended his PhD dissertation on the subject of “Improving the durability of load-bearing structures in freight wagons with regulated unloading”.
From 2009 he managed the SPSRU department of materials handling, track and construction machines. Alongside his university work he worked in a number of industry-related engineering organisations: as head of department at the Vagony Scientific and Commissioning Centre (1998–2002), deputy CEO of the Railcar-Building Engineering Centre (2002–2004), and deputy CEO, and then CEO, of the Scientific Research Institute of Transport Engineering (2008–2011). Since 2011 he has been deputy chairman of the RZD Joint Scientific Council with responsibility for scientific development and cooperation issues.
He is the author of 55 scientific works, 8 patents and 3 monographs. A.M. Sokolov’s field of scientific interests includes mathematical modelling of rolling stock dynamics and durability, the application of fuzzy set theory and other “soft computing” methods to transport processes, and mechatronics and automation.

Vyacheslav SOLOVYEV

In 1971 V.P. Solovyev graduated with distinction from the Physics faculty of the Kazan State University and since 1972 he has linked his work with the Russian federal nuclear centre the Russian Scientific Research Institute of Experimental Physics.
V.P. Solovyev is a major specialist in the field of developing nuclear weapons who has taken part in underground tests of nuclear weapons and has made a significant contribution to the creation of installations for localising explosions. The main areas of V.P. Solovyev’s work are: creating new physical models for analytical modelling of physical processes, developing special products, and ensuring safety during on-site testing of products.
V.P. Solovyev provided scientific supervision for, and was directly involved in, the development of the new programme complexes DRAKON, DANCO, RATEG and TREK-FIRE, which were designed to calculate the dynamic deformation of solid bodies and complex structures during explosions of conventional and nuclear weapon and in the thermo-hydraulic systems of reactor installations, and also to analyse hydrogen safety and to calculate dynamic processes in structures. These complexes were handed over to design and planning organisations and were used, among other things, as a validation of safety in the nuclear power plant built in Lianyungang (China).
From 1992 V.P. Solovyev played an active part in the international activity of the Russian Scientific Research Institute of Experimental Physics. The main areas of his work were: researching the fundamental properties of materials under dynamic load, and also developing blast-proof chambers. A basalt plastic blast-proof chamber created under his leadership for disarming terrorist devices was supplied to the USA.
In recent years V.P. Solovyev has provided leadership of theoretical analytical groundwork on ensuring the reliability and safety of nuclear weapons and has been engaged in addressing issues related to improving nuclear weapons in the context of the Nuclear Test Ban Treaty. He is also ensuring implementation of the Russian President’s Programme on “Developing supercomputers and grid technologies and developing Russian software in the interests of civil industries”.

Viktor TULUPOV

Moscow Power Engineering Institute (Technical University)

Born in 1931.
Graduated from the Moscow Power Engineering Institute (MEI) in 1954. Then he worked in various roles at the Novocherkassk electric locomotive building works until 1957. In 1957 he began postgraduate study at the MEI, and after completing this and defending his Candidate’s dissertation he worked in the faculty of electric transport. In 1977 he defended his dissertation for the degree of Doctor of Technical Sciences, and in 1978 he was appointed professor. He has been constantly engaged in scientific research work in the field of electric traction motors and electrical equipment for high-speed mainline transport. His developments include the electric braking system for the VL80T and VL12 electric locomotives, the driving unit with AC electronic traction motors for the VL80V electric locomotive, and the regenerative-dynamic braking system for direct current electric locomotives. V.D. Tulupov is the author of more than 100 scientific works, including seven monographs. He is a Professor Emeritus of the MEI, winner of the USSR State Prize, an Honoured Railway Worker and a member of the Russian Railways Joint Scientific Council.

Valery VEREMEEV

In 1998 graduated from the Moscow State University of Rail Transport and in 2004 - the Russian Academy of Public Service. 2001 through 2002 - Expert of the department of foreign investments in the Ministry of Economic Development and Trade of the Russian Federation. Since 2002 has been working in the rail sector.
Since 2006 through 2010 was appointed Chief of the Department of corporate constructing and reforming of Russian Railways. Since 2010 - Head of Department of Economic Conditions and Strategic Development Russian Railways.

Marcel VERSLYPE
Executive Director
European Railway Agency (ERA)

Joined the Agency in January 2005. He has been actively involved in the railway sector and in the European and Belgian institutions for 33 years.
He started working for the Belgian railway in 1976 and acted from 1987 to 1989 as head of the passenger sales activities and the development of the TGV in Belgium.
He joined the European Commission in 1989 in the cabinet of the Commissioner in charge of transport. In 1992 he was nominated as head of cabinet for public undertakings in Belgium.In 1995, he was appointed as Director of SNCB, in charge of freight activities. He was deputy CEO of SNCB/NMBS from 1998 to end of 2002. From 2002 he has been responsible for the international department of SNCB/NMBS. In 2004 he was appointed as Executive Director of the European Railway Agency and re-elected in November 2009 for a second mandate until 31st December 2014.

Leonid VINOKUROV

Was born in 1959.
In 1981 he graduated from the S. Ordzhonikidze Moscow Institute of Management, majoring in economic cybernetics. He holds the degree of Candidate of Economic Sciences. He began his working life as an engineer at the Scientific Research Institute for Measuring Equipment. From 1990 he was head of laboratory for Moscow Commercial Centre. From 1991 he was director of small business for Information Technology, Telecommunications and Computerisation. In 1996 he was invited to join Technoserv A/S, and in 1998 he was appointed head of the software department. In 2000 he founded and headed OCRV. From 2006 he was deputy chief executive officer of Technoserv A/S. From 2007 to now he has been deputy software sales director with IBM BEA. Since October 2009 he has been executive director of OCRV.

Jerzy WISHNIEWSKI

Born in 1952.
From 1999 to 2005 he worked already for the UIC being responsible for pan-European railway system integration – technical, operational, legal harmonization within Eastern and Central European Countries – close cooperation with related organizations like CER, OSJD, CIT, ECE UN, and ECMT. From 2006 to 2009: Railway expert to the NATO HQ within Civil Emergency Planning Board for Inland Strategic Transport - civil aspects relevant to NATO planning and operations including crisis management for railway infrastructure. Now he is member of the Board of Directors at International Union of Railways (UIC) - Director for Fundamental Values Department responsible for cooperation and supporting the UIC core activity such as railway infrastructure, passengers and freight transportation - paying special attention to the transversal issues like: sustainable development, safety, security, expertise development and research coordination. Seconded to the UIC from Polish Railways where fulfilled managerial duties for heading the office for international relations. Russian Transport Academy member.

He is responsible for the delivery of the largest single programme of research in Great Britain’s rail industry and a range of associated services, including a knowledge management capability.  He joined the then newly established rail industry research programme in 2000 and held a number of roles before becoming Head of Research and Development in 2009.  Before joining the research programme, he worked for the Strategic Rail Authority, where he was responsible for integrated transport policy and advising on the re-franchising process.  Guy started his career with the UK’s Health and Safety Executive, including roles in railway safety and health policy.  He has a degree in Philosophy from University College London.

Anatoly ZAITSEV

Born in 1940.
On leaving secondary school he went to the Lodeinopolsky Railway Transport Technical School, from which he graduated with distinction with the qualification of diesel locomotive technician. He began his working life in 1958 in the locomotive depot in the city of Kandalaksha in Murmansk region.
He was then seconded from his job to the Leningrad Institute of Railway Transport Engineers, from which he graduated with distinction, specialising as a railway transport electromechanical engineer.
On returning to the Kandalaksha depot he worked as an assistant electric locomotive driver, an electric locomotive maintenance foreman, head of the technical department, and then deputy head and then head of the depot.
The city Communist Party organisation nominated him to the post of second secretary, and soon afterwards first secretary, of the city Party committee.
In 1984 he was assigned to work as head of the Murmansk railway sector, and later was transferred to work in the Directorate of the Oktyabrksya railway as deputy head of the railway, and was soon appointed head of the railway, which he led for ten years.
Fort a while he was head of the Ministry of Railways of the Russian Federation, and then worked as a professor at the St Petersburg Railway University. He has defended a Candidate’s dissertation, and then a doctoral dissertation, and is a professor at the St Petersburg Railway University.
He was elected a deputy of the Legislative Assembly of Leningrad region of the second (1997-2001), third (2001-2007) and fourth (2007-2012) convocations.
He has been awarded the Order of the Labour Red Banner, the Order of the Badge of Honour, the medal “For Distinction in Guarding the State Border of the USSR” and the medal “For Saving Drowning People”. He is an Honoured Railway Worker and Distinguished Transport Worker of the Russian Federation.

Maxim ZHELEZNOV

Born in 1979.
In 2001 he graduated with distinction from the applied cosmonautics faculty of the Moscow State University of Geodesy and Cartography.Since 2001 to 2002: Postgraduate study (Moscow State University of Railway Engineering) (MSURE).
In 2002 he defended his dissertation for the academic degree of Candidate of Technical Sciences in specialism “Geoinformatics” (MSURE).
From 2001 to 2007 he worked as a junior, then senior, researcher at the Institute of Space Research of the Russian Academy of Sciences (ISR RAS). From 2001 to now he has been engaged in teaching at the Moscow State University of Railway Engineering (MSURE). Since 2002 to 2006- studying in the doctorate programme (MSURE). In 2006 awarded the academic title of Assistant Professor in his specialism (ISR RAS). Author and co-author of more than 100 scientific publications on issues concerning the creation and application of innovative satellite technologies in railway transport and national economy objectives. From 2007 to 2008: Head of department (the Russian Scientific Research and Design Institute of Informatics, Automation and Communications in Railway Transport of the Russian Ministry of Railways). From February 2008 to 2010: head of the Space Technology Application Centre of the Scientific Research and Design Institute of Informatics, Automation and Communications in Railway Transport. Since 2009 he has represented Russian Railways in the Coordination Council for Youth Affairs in the Scientific and Educational Sphere in the Russian Federation President’s Council on Science, Technology and Education. Since 2010 he has been deputy chairman of the Joint Scientific Council of Russian Railways. Since April 2010 he has been RRTRI’s First Deputy General Director for Science
