He graduated from Moscow State University of Railway Engineering in 1976. His career has been connected with railway transport since 1969. He worked as an assistant station-master, deputy head of a station, Deputy Head of department of department of Moscow branch. In 1981-1994 he held managing positions in the Ministry of Transport of USSR and Russia. He held the post of Deputy General Director at Lukoil Trans for 4 years, was at the head of the leading transport companies for 9 years.
Valery held the post of General Director of VKM Trans, a transport company of the Group of Companies “VKM”.
The Ministry of Transport of USSR awarded Valery Andrushin a title of an Honorable worker of Railway industry in 1986. The Ministry of Transport of the Russian Federation awarded Valery Andrushin a title of an Honorable worker of Transport Industry of Russia in 2008.

Born in 1971.
He graduated from St. Petersburg State University with a degree in history.  He began his career in 1994.
In January 2003- March 2007 he was a member of the General Court of St. Petersburg of the 3rd convocation, Chairman of the Committee on Transport complex.   
In Marh 2007- May 2008 he held the post of Deputy Head of Administration of Frunzensky District of St. Petersburg Government.
In May 2008- June 2009 he held the post of an Adviser to Chairman of the General Court of St. Petersburg for Finance.  
In June 2009- August 2009 Igor held the post of Deputy General Director of FSUE “Rosmorport”.
In August 2009 has become Deputy General Director for Strategic Development of Seaports.

Bogdanov got his degree with Honors in foreign languages and information analysis from Military Institute in 1995. In 1997 he graduated with Honors from American Institute of Business and Economics.
Before joining A.T. Kearney Evgeny served in the Russian Army, developed strategy in “LUKoil-Neftegazstroy”. He made his way through the ranks from Business Analyst to Principal, he is core team member of the A.T. Kearney Transportation practice.
Evgeny managed project to develop strategy, assess markets, develop business plans, design cost cutting programs for domestic an international companies in the transportation sector. Evgeny’s clients include airlines, railway operators, leasing companies active in the transportation sector.

In 1980-1986 worked as a Head of  passenger carriages of Chita-2 car shed  of the Trans-Baikal Railway, Head of technical maintenance section, Deputy Head of railway car shed on Hilock Railway Station.
From 1986 till 1997 worked as a Deputy Head of Chita Department of the Trans-Baikal Railway,  Head of Mogocha railway car shed, Head of Railway car shed of Slyudyanka Station of East-Siberian Railway.
From 1997 till 2002 worked as the First Deputy head of the carriages` Service and Maintenance Department of East-Siberian Railway, Head of Department for Railway carriages Service and Maintenance of Northern- Caucasian Railway, Head of Directorate of Vagonremmash of the Ministry of the Ministry of Transport of the Russian Federation.
In 2002-2005 he held the post of the Head of Department for Passengers Transportations of the Ministry of Transport of Russia, Deputy Chairman of the Council of Railway Transport of the CIS countries.
Since 2005 holds the post of the Head of the park of carriages.
Since 2009 holds the post of a Head of the Central Management of the Freight Carriage Service and Maintenance of the branch of Russian Railways.

Mrs. Chusovskaya was born in 1966.
She studied construction in the Industrial technical college of construction materials and components, LIIZT. For ten years Mrs. Chusovskaya worked at the Office of technical inventory of the Octyabrsy (Admiralteysky) region of St. Petersburg. In 1995 she changed her place of work to bank sector – dealt with credits, development of branch network, planning, internal control. In 2000 she graduated from the Moscow State University of Economics, Statistics and Informatics (MESI) (MBI) with specialization in “Finance and Credit”. She has been working at Group of Companies Baltic Leasing since October 2002. Mrs. Chusovskaya began her career at the company as a specialist of Commerce Department, now she is Deputy Commercial Director.

In 1973 he graduated from the Moscow Forest-Technical Institute (MLTI), the department of electronics and computing machinery with the qualification of engineer in the sphere of automatics and teleautomatics.
In 1989 he graduated from the Advanced Training Institute of the All-Union Academy of Foreign Trade. He is PhD (doktor nauk) in economic science (1998), professor (2000 г.), full-fledged member of the International Transport Academy (1998), full-fledged member of the Russian Transport Academy (2003). He has 204 research works, 159 of them are published and 45 – reports on research activities. He is a professor of the chair for economy and organization at wood-working and wood chemical industry enterprises of the Moscow State Forest University.
He is president of the National Association of Transporters, head of the editorial staff of the Transport Information Bulletin magazine.
He is a member of the Presidium of the Scientific and Technical Council of the Ministry of Transport of Russia, member of the Expert Commission on Technical Regulation of the Ministry of Transport of Russia, expert councils on railway transport of the Federal Antimonopoly Service of Russia concerning the questions of state regulation of the railway transport tariffs.
He is a member of the Expert-Consulting Council under the Federal Railway Transport Agency, member of the Chamber of Commerce and Industry on transportation and shipping.
He is a member of Dissertation Council D 212.146.06 of the Moscow State Forest University, Specialty 08.00.05.
He is a member of the editorial staffs of RZD-Partner, Industrial Transport of XXI Century, and Management and Business Administration magazines.

Ilya DUDINSKY

In 2001 He graduted from the Tsiolkovsky Moscow State Aviation Technology University. Mr. Dudinskiy also completed a course at the Academy of National Economy for the Government of the Russian Federation (specialization: Economics and Finance Director). He started his career in the transport industry in 2002. From 2004 till 2005 he headed up the Commercial Department of the New Forwarding Company OJSC. In June 2005 he was appointed Commercial Director of MMK-Trans LLC, and in November 2006 – Deputy General Director of the New Forwarding Company OJSC, in charge of all-purpose rolling stock operation.

Mr Eliseev graduated from the Second Moscow Medical Institute, Russian State Medical University where he studied Biophysics.
In addition, Mr Eliseev has been Chairman of the Board of Directors of the New Forwarding Company since 2003 and chairman of the Board of Directors of Sevtekhnotrans since 2007.   Mr Eliseev has more than 14 years of management experience; most of which was acquired in the railway industry.
Prior to joining the Group, Mr Eliseev worked for MMK-Trans as Chief Accountant from 1999 until 2000, then as Financial Director from 2000 until 2005 when he progressed to Deputy Director-General from 2005 to 2007. From December 1993 till February 1997 – has held various management positions in a number of companies. Mr Eliseev was a member of the Board of Directors at Neokont from August 2004 until February 2006 and a member of the Board of Directors at Firma Transgarant until 2006.
He has also been Chairman of the Board of Directors of Ural Wagon Repair Company since 2006 and Fnancial Director of Logistical Transport since 2007.

In 1998-2000– First Deputy of the Transport Service Center director - Director of the Novorossiysk Representation Office of the Northern-Caucasian Railway, deputy of the railway director – director of the Transport Service Center.
In 2000-2003– Director General of the Transport and Communications Department of the Krasnodar Territory.
In 2003-2004 – Deputy of the Chairman of the Federal Energy Commission of the Russian Federation.
Since July, 2004 – Deputy Director of the Federal Tariff Service.

Victor EVPAKOV

Mr. Evpakov graduated from the Mechanical Faculty of the Moscow Institute of Transport in 1962.
Mr. Evpakov worked at the Moscow railway as assistant to locomotive driver, universal fitter, shift locomotive foreman, locomotive driver, operating engineer.
In 1969 he joined the Institute of Complex Transport Problems under the State Planning Committee of the USSR.
In 1998 he got a position at the Federal Office for Transport Natural Monopoly Control, later he joined the Ministry of Antimonopoly Policy that was transformed into Federal Antimonopoly Service in 2004.
In July 2008 Mr. Evpakov became Vice-President, Executive Director of the NP Soyuzgruzpromtrans.

EC Harris has an office in Moscow, Head Office in London and Branch offices worldwide. Daniel has extensive experience in the Rail sector having been a senior manager with British Rail and consultant to the World Bank, European Commission, European Bank for Reconstruction and a number of private sector clients. He has advised major Railways in Europe such as Deutshe Bahn, SNCF, Network Rail and earlier this year he chaired the Future of European Rail conference in Vienna. He has worked as a consultant in Russia on projects which include; the design of Sushary Terminal St. Petersburg, the Moscow Urban Transport strategy, Maersk Logistics terminal and the North South NOSTRAC corridor study.

Graduated form the Irkutsk Polytechnical Institute and from the Academy of National Economy.
1983 - 1995 - worked for the Siberian Power Institute.
Since 1995 has been working for antimonopoly bodies.
On April, 16th, 2004 was appointed deputy head of the RF Federal Antimonopoly Service.

His career started in 1997, when he headed the St. Petersburg affiliate of JMN CHEMICAL DISTRIBUTION. He was later employed as the Sales Director at Khimkomplekt, and then successively occupied the positions of the deputy Director of the Baltic Chemical Company, the Commerce Director of Reaktiv (later AKA Reaktiv North-West) and General Manager of a Trade Center of Metro Cash&Carry.
He joined Transoil in 2003 as its deputy Director General for economics and finance. Presently, Andrey is company’s General Director.

Andrey GURIEV

Born in 1957.
He was educated at the Bologoye railway college and the History School of the Leningrad State University. He got his PhD in history after passing a postgraduate course at the same university. Work as an assistant engine driver, instructorship at the Leningrad Technological Institute.
In 1993 he was appointed Press Secretary of the Oktyabrskaya Railway
In 2001 joined the RZD-Partner first as its observer, then office editor, and then deputy Editor-in-Chief.
He was conferred the National Public Prize “Golden Chariot” in 2005 for merits in popularizing the transport industry in mass media.

Innokenty IVANOV

Joined the international law firm Freshfields Bruckhaus Deringer in 1994 and is a senior lawyer in our Moscow office. Innokenty specialises in corporate law and project finance, in particular infrastructure development on the basis of public private partnerships (PPP). Innokenty has advised Russian Railways on a number of projects, including locomotive fleet renewal, loan procurement and various corporate issues.Since 1996 he has been involved in the structuring and implementation of most of the significant infrastructure projects in Russia, spanning transport infrastructure, energy infrastructure, public utilities and other sectors. Leading a team of Moscow-based PPP lawyers, he has acted for a variety of parties, in particular public sector and project sponsors. Innokenty holds a PhD in law and received an LLM in Germany.

Vladimir KLIMENKO
First Deputy Chairman of the Transport Committee of the State Duma of the Federal Assembly of the Russian Federation

Mr. Klimenko was born in 1954.
He graduated from the Lomonosov Moscow State University in 1976, his specialization was “historian, teacher of history and social science with knowledge of foreign language”. In 1997 he graduated from the All-Russian State Distance-Learning Institute of Finance and Economics with specialization of “economist”. Mr. Klimenko is a candidate of historical science.
Mr. Klimenko held positions of Director General of the LLP Information Sociological Agency, Director General of “MSU Analytic Center”, Assistant to the member of the Federal Assembly M.Luzhkov, Deputy Head of Domestic Policy Department of the Administration of the President of the Russian Federation, Deputy Head of Administration of the Irkutsk Region.
Before the election to the fifth State Duma he was Head of Department for Interaction with Federal and Regional Authorities of the RZD, JSC.   
Awarded with a Medal “For Railroads Development”, a Medal of the Order of “Merit for the Motherland” of the second class, a Medal “In honor of 850-th Anniversary of Moscow”.

Since 2004 he has been working for McKinsey & Company (Moscow Office), his specialization is business strategy and development, investment management, organizational development and operational transformation for energy sector companies (oil and gas extraction and refining, electrical energy industry) and transport – infrastructure sector and logistics (freight and passenger rail transportation, basic transport infrastructure, state technical, fiscal and industry sector regulation).

Mrs. Kunaeva graduated from the Moscow Institute of Railway Engineering in 1976. She started her professional career at railway transport in 1978 as an economist in “Transorgmashuchet” Trust of the Ministry of Railways. Afterwards she held positions of Head of department of Data-processing Center of the Trust, Assistant Head of Main Data-processing Center of the Ministry of Railways of Russia. Since 1996 Mrs. Kunaeva has been working at the Transport Service Centre as Deputy General Director, Development Director. Currently she holds the position of General Director of the Transport Service Centre - structural division of Russian Railways, JSC.

Viktor KVITKO

Born in 1959.
Graduated from the Institute of Railway Transport in 1981 with a qualification of an engineer of railways.
In 1981-2003 Viktor Kvitko worked in the Ministry of Transport. Viktor Kvitko held different posts starting from an assistant of a station to the Head of Department for arrangement complex transportations.
In 2003-2004 worked in private-run companies specializing in complex transportations of containers (Far Eastern Sea Steamship Company, Fesco Logistics) Since 2004 till nowadays Viktor holds the post of the Head of Department for Transport Regulations of the Federal Tariff Service of Russia.

In 1994-1994 Dmitry Losev worked as inspector-mechanic at Inskoe railway car shed of Western-Siberian railway.
In 1995 Dmitry Losev held the post of a Deputy Head of  Inskoe railway car shed of Western-Siberian railway.
In 1995-1997 worked as chief engineer of railway car shed Leninsk-Kuznetsky-1 of Western-Siberian railway. In 2001 Dmitry Losev became Head of Department of Rolling Stock and Carriages of the Altai branch of West-Siberian railway. Since 2001 till 2003 worked as Chief Engineer of the Park of Rolling stock and carriages of West-Siberian railway. In 2003-2004 worked as chief engineer of the Department of Rolling Stock and Carriages of West Siberian railway, the branch of Russian Railways JSC. Alan LUSHNIKOV
Deputy Head of the Federal Agency for Railroad Transport

Born in 1976.
In 1998 he graduated with honors from the Law Department of St. Petersburg State University.
Loushnikov has  been working in the Federal Agency for Railroad Transport since July 21, 2006; having started as an assistant of the Head of the  Federal Agency for Railroad Transport,  and from September 19, 2006 he assumed an office the Deputy Head of the agency.
Loushnikov is a board member of the Russian and Mongolian joint stock company “Ulan-Bator Railway”; he supervises the activities of the joint-stock company “Ulan-Bator Railway” company, organizes the work aimed at modernization of the Ulan-Bator railway and rise in its profitability, executing the corresponding instruction given by the President of the Russian Federation V.V. Putin.
Loushnikov is awarded with a lapel badge “Honorary Worker of Higher Professional Education”, and he received the acknowledgement from the Minister of Transport of the Russian Federation.

Sergey MALTSEV

He got a Degree in Railway Engineering in 1983. After graduation Mr. Maltsev served in the USSR Army (Military Railway Service). In 1992 he resigned with the rank of a major. Then from 1993 till 1997 Mr. Maltsev worked for Petra CJSC as Head of Transportation Department and from 1997 till 1999 he held the same position at PromSnab LLC. From 1999 till 2007 he worked as Advisor to the Director-General of MMK-Trans LLC. In 2006 by the order of the RF Ministry of Transport Mr. Maltsev was awarded a decoration “Honorary Railwayman” for his great contribution into the development of railway transport. Since 2007 Mr. Maltsev has also held the position of Advisor to the Director-General of the New Forwarding Company.Since March 2008 Mr. Maltsev has been Executive Member of the Board of Directors and the Chief Executive Officer of Globaltrans Group. In July 2009 Mr. Maltsev was elected Chairman of the Non-Profit Partnership “Association of Railway Services Providers” formed by independent forwarding companies operating in the Russian railroad market.

Leonid MAZO

Born in 1948.
Graduated from the faculty of  Engineering and Economics of Moscow State University of Railway Engineering in 1971, graduated from a postgraduate course of VNIIZT in 1977. In 1971-2008 worked for VNIIZT and held the posts of a trainee, junior, senior and leading researcher, head of laboratory, Head of economics department, Head of Financial department, Deputy Director and Advisor to the Director of the Research Institute.  During the period of his work at VNIIZT on the post of Deputy Director of Financial Department Leonid Mazo held the post of a Chairman of Scientific Council of the Ministry of Transport for Economics and Management, Scientific and Exert Council of the Ministry of Transport of Russia. Leonid Mazo also taught at VNIIZT and Moscow State University of Railway Engineering.  Was awarded a medal for the outstanding public service for the Motherland. Leonid Mazo holds a Doctor`s Degree in Economic Sciences. He is an author of 143 publications, including a monography and several books on the economics of international transportations and strategic management on the railway transport.

The Candidate of Economic Science. Since 1981 had worked in various power supply services on the Sverdlovsk railway. Since 1991 till 1998 - the chief of the power supply service, the chief engineer of the Sverdlovsk railway. Since 1998 till 2002 - the assistant, the first deputy minister of communications of the Russian Federation. Since 2002 till 2004 - the chief of the Sverdlovsk railway. Since 2004 – the director of Department of complex development of the infrastructure of the Ministry of transportation and communication of the Russian Federation. Since June, 2004 - the deputy minister of transportation of the Russian Federation. Since March 2009 – the Director of Department for Industry and Infrastructure of Government of the Russian Federation.

Vadim MOROZOV

Born in 1954.
In 1977 graduated from the Leningrad Institute of Railway Transport Engineers, railway engineer on railway maintenance, Candidate of Science (Engineering).
His career was started in 1971 as a millwright of the Volhovstroy-1 locomotive depot of the Oktyabrskaya railway. After the graduation from the institute he continued his work at the railway. He held an appointment from the switching foreman to the railway head.
In 1998 he was Deputy Chairman of the legislative assembly of the Leningrad Region.
Since 1998 until 1999 and since 2000 until 2002 - First Deputy of the South-East and Moscow railway correspondingly.
Since May, 1999 until May, 2000 - Deputy Minister of Railways of the Russian Federation, since 2002 until 2003 - First Deputy Minister, since November, 2003 until June, 2004 - Minister of Railway Transport of the Russian Federation.
Since July, 2004 - Executive Director of the Blagosostoianie (welfare) private pensionary fund.
On August, 17, 2005 he was appointed the First Vice-President of the Russian Railways.

Andrey NEDOSEKOV

Mr. Nedosekov was born in 1960.
He graduated from the plant - institute of higher technical education Krasnoyarsk Polytechnic Institute, has higher education.
He started his working career in 1979 at Krasnoyarsk machine building plant. From 1984 he held leading positions at various enterprises of the Krasnoyarsk region. From 2000 until 2006 he was Deputy Director General for Economic Security, Director General of JSC Bamtunnelstroy. In 2006-2007 Mr. Nedosekov held position of Director General of JSC Roszheldorstroy. In 2007 he was Deputy Director of Department for Economic and Investment of the Ministry of Transport of the Russian Federation, Director of Department for Development Programs of the Ministry of Transport of the Russian Federation. Since 2008 Mr. Nedosekov is Deputy Minister of Transport of the Russian Federation.

Marina NIKIFOROVA

Possesses an experience of working in construction, investment and railway industries.
Since 2006 works for the Agency for Direct Investments. At present is at the head of the Management Consulting Department. Expert-methodologist in strategic management and corporate restructuring, business-process regulation, project management, investment activities systems improvement, etc. A lecturer in the State Academy for Investment Sphere, International Law Institute, Moscow State University of Railway Engineering.

In 1991 he graduated from the All-Union Corresponding Institute of Railway Engineering.
From 1973 until 2008 he was holding engineering and executive positions at North Railway enterprises. In 2002 he became Head of the Vologda Department of the North Railway – part of RZD. In August 2008 he was appointed Head of the Federal Agency for Railway Transport.
He has state and departmental awards. A title of “Honored Worker of Transport” was awarded to Mr. Petrakov with an edict of the President of the Russian Federation.

Vyacheslav PETRENKO

In 1968 he graduated from the Leningrad Institute of Railway Transport Engineers.
Occupation: Railway transportation management.
Qualification: Engineer of communications routes in railway transportation management.
He obtains PhD in technical science.
From 1992 to 1998 he worked at the Octyabrskaya Railway where he occupied posts of foreman of the Leningrad-sortirovochnaya station, deputy head of the Cargo and Commercial Work Department of the St. Petersburg division, deputy head of the Marketing, Contract, Tariffs and Prices Department of the Cargo and Commercial Work Service, deputy head of the Cargo and Commercial Work Service, head of the Traveling Center for Trademark Transportation Services.
From 1998 to 2003 he worked at the Ministry of Communication Routes of the Russian Federation, occupied the position of deputy director general of the Center for Trademark Transportation Services.
From 2003 he has been working for Russian Railways where he held the posts of first deputy director general of the Center for Trademark Transportation Services, deputy director general on marketing of the Center for Trademark Transportation Services.
From May 7, 2008, he has been head of the Department of Cargo Transportation and Tariff Policy Marketing of Russian Railways.

He graduated from the Otrozhsk Railway Technical College and then the All-Union Corresponding Institute of Railway Transport Engineers – the Department of Economy Management of the Marxism-Leninism University.
In 1989 he graduated from the Leningrad Institute of Railway Transport Engineers with the qualification of Transportation Process Management. He worked head of the Olenegorsk railway station and, at last, head of the Murmansk railway station.
In the middle of the 1990s he took the lead of a facility of the Oktyabrskaya railway.
Today Vladimir Prokofiev is Director General of OOO BaltTransService.

His career started at 1975. He worked as engineer at different organizations in Leningrad.
In 1985–1987 – he worked in the trade representation of the USSR in Norway.
He has solid practical experience of work at executive positions in commercial organizations and banks of St. Petersburg.
At 2002 he was appointed Head of the Economic Security Department of Ministry of Railways of Russia, since October 2003 – Head of Security Department of Russian Railways.
Since 2005 he was advisor to President of Russian Railways.
In March, 2007 he was appointed Corporate Governance Vice-president and member of Executive Board of the Company

In 1992 he graduated from the Far Eastern State Maritime Academy as engineer-navigator.
In 1985-1994 he interned and worked for various commercial fleet vessels.
In 1994 Sergei became ANCOR’s regional representative in the Far East. In 1995 he was appointed the director of ANCOR’s subsidiary company in Vladivostok. In 1998 he bought ANCOR’s Vladivostok subdivision and signed a franchise agreement with the head company. In 1999 and 2000 he was engaged in forming ANCOR’s Eastern division. During these years Salikov opened subsidiary companies in Irkutsk and Khabarovsk. In 2004 he took these three offices and joined the newly-created holding. In 2004-2007 Sergei worked in the holding’s Managing company as the Director of Regional Development. In 2007 he became Vice-president for Business Development. On September 15, 2008 he was appointed the General Manager by the Board of Directors.

Degree: deep sea shipping captain. Involved in land-based port business since 1990. Terminal operations, port management. Mr. Sinev was born in 1973.
In 1996 he graduated from the St. Petersburg University of Railway Communication with specialization of engineer of transportation organization and management of railway transport. In  1992 he graduated from the East European Institute of Psychoanalysis with specialization of psychologist- psychoanalyst. Between 1992 and 1996 he both studied and practiced in various specializations of passenger and freight railway transportation.
He graduated from the St. Petersburg University of  Railway Communication with honors. From 1996 until 1998 Mr. Sinev worked at the Road Center for premium transport service of the Octyabrskaya railway as leading engineer of the Department for Marketing and Tariff-analytical Department.
From 1998 until 2003 he was leading specialist, Head of Information-analytical Department of Eurosib-Transport Systems Company, Head of Marketing Department of Eurosib Group of Companies.
In 2003-2004 Mr. Sinev held position of Adviser to Head of Center for premium transport service of the Ministry of Railway Communication of the Russian Federation, Deputy Head of Department for Economics, Finance and Investment Policy of the Ministry of Railway Communication of the Russian Federation.
In 2004-2005 he worked as Deputy Head of Office for Infrastructure and Transportation of the Federal Agency for Railway Transport.
Since November 2005 he has been Deputy Head of Transport Control Department Federal Tariff Service.

Alexey VOROTILKIN

Born in 1961.
In 1988 he graduated from the Irkutsk Institute of Railway Engineers, majoring in Railway Electrification.
In 1978-1979 he worked as electrician at the distance of alarm and communication Korshunikha – Angarskaya. In May 1979 he was called up for military service in Soviet Army. After he finished military service in 1981 he worked at the locomotive depot Korshunikha, where he sequentially held positions of tool-maker, assistant to electric locomotive operator, operator, operator – instructor, chief engineer and head of depot.  
Simultaneously he studied in Irkutsk Institute of Transport Engineers by correspondence. In 1997 he became head of depot of Lena st., a year later he became chief inspector for traffic security and deputy head of railroad department. In 1999 he was transferred to the East Siberian Railroad Office to the position of chief inspector for traffic security of trains at North Baikal section of the East Siberian Railway.   
In October 2000 Mr. Vorotilkin held position of First Deputy Chief of Locomotive Office, in less than a year he became chief inspector  for train traffic security and Deputy Head of the East Siberian Railway. In October 2002 he became Deputy Head for locomotive and carriage facilities and power supply of the East Siberian Railway.
In September 2005 he was appointed Head of the East Siberian Railway.
In June 2008 he was appointed Vice President of Russian Railways.

Vladimir YAKUNIN

Born in 1948.
Graduated from the Leningrad Institute of Mechanics as a Mechanical Engineer in 1972 and began his career as a junior research scientist at the State Institute of Applied Chemistry. After completing military service in the Soviet Army, he worked as an engineer and senior engineer at the Administration of the State Committee of the Council of Ministers of the USSR for Foreign Trade and was also head of department at the A. F. Yoffe Physics and Technical Institute of the Academy of Sciences of the USSR. Between 1985 and 1991, he was Second and then First Secretary of the USSR’s Permanent Representative Office at the United Nations. He was then Chairman of the Board at the International Centre for Business Cooperation before becoming head of the North-Western Federal District Inspectorate of the Senior Control Department of the President of the Russian Federation. In October 2000 - Deputy Minister of Transport and first Deputy Minister of Railways in February 2002. In October 2003, the Board of Russian Railways unanimously appointed Yakunin First Vice-President of the Company.
Vladimir Yakunin was appointed president of Russian Railways by the Government of the Russian Federation in June 2005.
